About this opportunity

The City of DeBary in Volusia County, Florida, is seeking sealed proposals for the construction of a new Public Safety Complex located at 75 South U.S. Highway 17-92. The project involves building a 5,655 square foot facility that will house municipal public safety operations, including police administrative functions, holding cells, interview rooms, offices, records storage, and evidence storage. The comprehensive construction project includes site improvements such as parking (34 spaces), concrete sidewalks, utility infrastructure, stormwater management with a retention pond, and landscaping. A mandatory pre-bid conference was held on October 29, 2014, with sealed proposals originally due on November 10, 2014, at 10:00 AM at City Hall (though an addendum later shifted the date to November 13, 2014, at 2:00 PM). The project requires a proposal guaranty of at least five percent of the bid amount, and the Engineer's Estimated Cost is $1,100,000. Contractors must comply with Florida Building Code, provide comprehensive insurance, and be prepared to execute performance and payment bonds within ten days of contract award.

No specific set-aside designations or restrictions on respondent types were explicitly mentioned in the documentation. The project does not appear to have provisions for disadvantaged business enterprises or specific small business requirements. No incumbent vendors were identified in the bid documents. The project will require integration with existing utility infrastructure, including water, sewer, electrical, and communications systems. The contractor will be responsible for utility coordination, including coordination with Duke Energy for light pole removal and the Utility Department for fire flow testing. The budget range is clearly defined at $1,100,000, with substantial completion required within 210 calendar days from the Notice to Proceed and final completion within an additional 30 days. Liquidated damages of $500 per day will be assessed for failure to meet the substantial completion deadline. The City of DeBary reserves the right to reject any or all proposals and waive any formalities in the bidding process.
