Required minimum staffing includes one full-time Program Manager, one full-time Substance Use Counselor, and one full-time Site Assistant, with specified budget allocations for personnel, participant services, food, motel operations, security, administration, and subcontracts.
The contract term runs from execution through December 31, 2028, with two optional one-year extension periods subject to City Manager approval.
