About this file
This is a Franchise Application document related to the Pasadena City Attorney/City Prosecutor's Office Prop 47 HOME Diversion Program Services contract opportunity in California. The application pertains to a nonprofit agency seeking to implement a pilot diversion program designed to reduce recidivism among unhoused adults experiencing mental health and/or substance use disorders. The program will provide low-barrier, trauma-informed alternatives to prosecution for individuals cited, arrested, or charged with non-violent misdemeanors, diverting eligible participants from the criminal justice system into immediate interim housing with comprehensive wraparound services including case management, behavioral health therapy, substance use counseling, housing navigation, and job training. The initiative aims to achieve measurable outcomes in reducing recidivism, homelessness, and improving public health and safety outcomes in Pasadena.
The program is grant-funded through the California Board of State and Community Corrections (CA BSCC) Prop 47 Cohort 5, establishing the primary funding source for contract implementation. The franchise application framework indicates this is a competitive procurement process through which qualified nonprofit organizations can apply to serve as the contracted service provider. The contract structure emphasizes a collaborative partnership with the City Prosecutor's Office to deliver evidence-based diversion services that address the intersection of housing insecurity, behavioral health challenges, and involvement in the criminal justice system.
