About this file
This is a Sample Franchise Agreement document related to the Pasadena City Attorney/City Prosecutor's Office Prop 47 HOME Diversion Program Services contract opportunity in California. The document appears to be a template or example agreement that would govern the relationship between the City of Pasadena and a qualified nonprofit agency selected to implement the HOME Diversion Program. The agreement would establish the framework for a nonprofit partner to provide low-barrier, trauma-informed diversion services for individuals cited or arrested for non-violent misdemeanors, with the goal of reducing recidivism among unhoused adults experiencing mental health and/or substance use disorders. The nonprofit would be responsible for delivering interim housing placements and wraparound services including case management, behavioral health therapy, substance use counseling, housing navigation, and job training to eligible program participants diverted from the criminal justice system.
The program is funded through a grant from the California Board of State and Community Corrections (CA BSCC) under Prop 47 Cohort 5, which would constitute the primary funding source for the contract. The franchise agreement structure indicates a formal partnership arrangement where the selected nonprofit agency would operate the program on behalf of the City Prosecutor's Office while maintaining operational and programmatic autonomy consistent with franchise agreement terms. Key performance metrics would likely focus on participant diversion rates, recidivism reduction, housing stability outcomes, and public safety improvements within Pasadena. The agreement would establish roles, responsibilities, compliance requirements, and performance standards necessary for the nonprofit to effectively serve the target population while meeting grant requirements and City objectives.
