About this opportunity
The County of Tuolumne Probation Department is requesting proposals to provide employment services and emergency support services for justice-involved individuals in the Proposition 47 Cohort 5 initiative, with proposals due August 9, 2026 at 5:00 p.m. via the County's e-Procurement platform. The program targets individuals with substance use and co-occurring mental health needs, particularly those eligible under Proposition 36, and operates as a coordinated, multi-agency, community-based diversion and reentry effort.
Proposers must demonstrate minimum qualifications: at least six months of organizational existence, valid registration and EIN, and three years of experience providing employment services, reentry support, or related services to justice-involved populations, with demonstrated capacity in employment placement, workforce development, or reentry case management combined with supportive services administration. General liability insurance of at least $2 million per occurrence, automobile liability of at least $1 million per accident, and workers' compensation with employer's liability of at least $1 million per accident are required.
The scope encompasses paid work experience, subsidized employment, and transitional employment opportunities; emergency assistance including transportation, food, hygiene kits, work-related supplies, and identification documents; limited short-term housing support; and multidisciplinary coordination with probation, courts, behavioral health, and treatment providers. Contractors must comply with comprehensive participant-level data collection and quarterly reporting requirements per Exhibit A, including enrollment demographics, service delivery, employment and housing outcomes, and recidivism tracking, with HIPAA and 42 CFR Part 2 confidentiality compliance mandatory.
The initial contract term extends through June 30, 2029, with potential extensions contingent upon adequate funding, contractor performance, continued county need, and contractor willingness to modify services. No specific funding amount or budget ceiling is stated; the contract is subject to availability of county appropriations. Evaluation criteria weight completeness of proposal at 25 points, qualifications at 20 points, service delivery and methodology at 25 points, and reasonable cost at 30 points. Award notification is tentatively scheduled for August 21, 2026, with a protest/appeal deadline of August 31, 2026, and contract execution by September 15, 2026. Questions are due July 31, 2026 at 5:00 p.m.
Opportunity text
The County of Tuolumne (County), through the Probation Department, is soliciting proposals from qualified organizations to provide employment services and emergency support services for justice-involved individuals participating in the County's Proposition 47 Cohort 5 initiative.
This initiative is a coordinated, multi-agency effort to expand diversion and reentry opportunities for individuals with substance use and co-occurring mental health needs, particularly those eligible under Proposition 36 (Health and Safety Code §11395). The program prioritizes community-based, non-custodial services that address the underlying drivers of criminal behavior, including unemployment, poverty, housing instability, and lack of access to basic resources.
Services procured under this RFP will focus on stabilization and workforce reintegration, providing participants with the tools and support necessary to secure employment, meet basic needs, and successfully transition back into the community. The selected Contractor(s) will play a critical role in improving long-term outcomes, reducing recidivism, and supporting public safety through sustainable reentry pathways.
