The State of Illinois, through the Illinois Arts Council Agency (IACA), is seeking a Project Manager to lead the development, set-up, and installation of a Salesforce-based grants management solution. The Project Manager will be responsible for creating and executing project work plans, identifying and securing necessary resources, managing day-to-day operational aspects of the project and scope, reviewing vendor deliverables, applying and enforcing project standards, preparing for engagement reviews and quality assurance procedures, identifying and managing project risk, and ensuring project documents are complete, current, and stored appropriately. The desired qualifications include a bachelor's degree, authorization to work for any U.S. employer, and 3-5+ years of experience managing IT projects involving software development, 3rd party implementation vendors, and 3rd party support vendors. Preferred skills include experience in Salesforce CRM with end-to-end implementation experience and Salesforce.com integration experience, including between different business systems and working with integration tools.
The project is estimated to take 20 weeks to complete, with deliverables aligned to each phase of the project including project initiation, discovery, design, configuration and development, data migration, testing, and training. The pricing and funding details are not provided, but the project is noted as a state and local contract opportunity for the State of Illinois. The Request for Quote (RFQ) indicates the estimated project duration is 900 hours, with a required completion date of December 31, 2020. The RFQ also provides details on the State of Illinois Vendor Payment Program, which is intended to provide relief to vendors and service providers due to delayed payment cycles, and includes pricing terms such as a 90-day validity period and the agency's right to reject all offers or award by item, part, or portion of an item.
