About this opportunity
The Los Angeles County Metropolitan Transportation Authority is requesting sealed bids for the procurement of one new Field Operations Command Vehicle under IFB DR144580, with bids due September 17, 2026 at 2:00 p.m. and a virtual public bid opening at 2:30 p.m. the same day. No SBE/DVBE subcontracting goal has been established; however, bidders are encouraged to afford maximum opportunities to certified SBE/DVBE firms where subcontracting opportunities exist.
The vehicle must be a new, latest factory model year Field Operations Command Vehicle based on a Mercedes-Benz Sprinter 2500 or approved equal, configured as a mobile command center with extended length, high roof, and all-wheel drive. Technical requirements span ten major categories including engine and transmission specifications (minimum 9,050 lbs GVWR, 3,250 lbs minimum payload, 170-inch wheelbase), body and exterior upfitting with roof-mounted systems and lighting, interior systems with climate control and workstations, electrical infrastructure including a high-capacity lithium iron phosphate battery system (minimum 10,000 watt-hour DC / 2,500 watt-hour AC), audio/video and network capabilities, and a telescopic mast with PTZ camera. All components must be OEM-approved and comply with current EPA Tier 4 emission standards, California Air Resources Board requirements, and applicable federal, state, and local regulations. The vehicle must be warranted for a minimum of five years from Metro's acceptance (or manufacturer's standard warranty, whichever is greater) with three-year labor warranty. Bidders located more than 60 miles from Los Angeles must certify warranty service availability through authorized local dealers. Delivery must occur within 180 calendar days from contract effective date to LACMTA's Division 10 facility at 742 North Mission Road, Los Angeles, California 90033, Monday through Friday between 7:30 a.m. and 1:00 p.m. via lift gate truck.
Award will be made to the lowest-priced responsive and responsible bidder. Pre-qualification is required for all firms whose bid exceeds $500,000 for non-construction contracts; pre-qualification applications are due September 7, 2026. A virtual pre-bid conference was held August 20, 2026; written questions were due August 25, 2026 with clarifications provided by September 1, 2026. The pre-bid package update was posted August 24, 2026. Bidders must submit four volumes: bid letter, certification forms, price bid, and DEOD forms. Bid security equal to not less than ten percent of total bid price is required. The contract includes zero option years and is funded with state and local funds subject to fiscal year funding availability.
