About this opportunity
The City of Philadelphia is requesting quotes for pressure washing services under a micro purchase requirements contract, with quotes due September 10, 2026. This is a lowest-responsive-and-responsible-bidder award; the City reserves the right to award as a whole or by line item, whichever serves its best interest.
Sellers must quote all line items to remain eligible for award. No services may commence until official department notification is issued. All quotations must be submitted electronically through PHLContracts; the City maintains tax exemption from federal excise, transportation, and Pennsylvania sales and use taxes, and payment follows electronic deposit upon delivery and City approval. Prices must be quoted net and exclusive of taxes, FOB Destination Point, and remain valid for 60 days from submission or throughout the contract term.
The contract term is 365 days from the effective date specified in PHLContracts, commencing automatically upon purchase order issuance. No purchase orders may be issued after the close of business on the final contract day. The maximum contract value is $45,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000.
Sellers must comply with nondiscrimination requirements; maintain workers' compensation insurance at statutory limits, general liability insurance of $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence; certify they are not indebted to the City for delinquent taxes; and comply with all applicable City ethics requirements and ordinances, including business tax obligations. Vendors must register and submit a signed Consent and Authorization Agreement through PHLContracts before bid closing. Questions may be directed to the Procurement Customer Service office at PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721. An LGBTQ Applicant Data Form is attached for diversity tracking purposes.
