About this opportunity
The Virginia Lottery is seeking qualified firm(s) to provide security system monitoring, maintenance, and repairs across ten locations in Richmond, Roanoke, and other Virginia cities under RFP PR13352JM, with sealed proposals due August 25, 2026 at 3:00 PM ET. The solicitation is structured in two lots: Lot I covers access control and alarm systems maintenance with 24/7 monitoring; Lot II addresses AXIS camera monitoring and maintenance for 106 cameras and 11 Network Video Recorders using cloud-based video management.
Offerors must hold current manufacturer certifications and specialized training for all proposed systems and maintain certifications throughout the contract term. Service level agreements mandate 24/7 support availability with four-hour on-site response times for Richmond locations and 24-hour response times for Customer Service Centers; emergency conditions require one-hour initial response. Solutions must comply with Virginia Lottery Cloud Terms and Conditions, include three-year warranties on parts and labor, provide quarterly preventative maintenance with battery replacement every two years at no additional cost, and include comprehensive reporting with data export functionality. Offerors are responsible for obtaining necessary permits and licenses across multiple jurisdictions, managing security clearance background checks for all personnel, and ensuring ADA compliance for equipment installation.
The current infrastructure for Lot I spans nine facilities and includes Honeywell, HID, DSC, Sentrol, and System Sensor equipment; Lot II encompasses AXIS network video recorders and cameras deployed across headquarters, six Customer Service Centers (Woodbridge, Harrisonburg, Abingdon, Roanoke, Farmville, Hampton), a data center, and a CBS6 studio facility. The contract term runs February 26, 2026 through February 25, 2028, with three optional one-year renewals exercisable at the Lottery's sole discretion. An optional preproposal conference was held August 4, 2026. Pricing submissions for Lot I require itemization of implementation costs, quarterly preventative maintenance, annual software licensing, replacement parts, hourly labor rates by location, and travel costs, with all Year 1 totals serving as the basis for price scoring evaluation.
