Virginia Lottery Security Systems Maintenance RFP Summary
This Request for Proposals (RFP) issued by the Virginia Lottery, an independent agency of the Commonwealth of Virginia, seeks qualified firm(s) to provide comprehensive maintenance, monitoring, repair, support, and upgrade services for the Lottery's security systems across ten locations in Virginia. The solicitation encompasses two lots: Lot I covers access control and alarm systems maintenance, including replacement of end-of-life Honeywell ProWatch equipment and 24/7 monitoring of intrusion detection and alarm systems; Lot II addresses AXIS camera monitoring and maintenance, including cloud-based video management and storage solutions for 106 cameras and 11 Network Video Recorders (NVRs). Current installations are located at four primary Richmond-area facilities (Headquarters, Prize Zone West, Draw Show at WTVR CBS6, and a data center) and six Customer Service Centers statewide (Woodbridge, Harrisonburg, Abington, Roanoke, Farmville, and Hampton). The optional preproposal conference is scheduled for August 4, 2026, with sealed proposals due by August 25, 2026, at 3:00 PM ET. The contract term is February 26, 2026, through February 25, 2028, with three optional one-year renewal periods exercisable at the Lottery's sole discretion. The Lottery reserves the right to make one or more awards under this solicitation.
The RFP requires offerors to demonstrate current manufacturer certifications and specialized training for all proposed systems and maintain such certifications throughout the contract term. Service level agreements mandate 24/7 support availability with four-hour on-site response times for Richmond locations and 24-hour response times for Customer Service Center locations; emergency conditions require one-hour initial response. Offerors must provide comprehensive preventative maintenance with quarterly inspections, battery replacement every two years at no additional cost, and pro-rated maintenance credits for equipment downtime exceeding 24 hours. All proposed solutions must comply with Virginia Lottery Cloud Terms and Conditions for cloud-based services, provide three-year warranties on parts and labor, and include extensive reporting capabilities with data export functionality. Offerors are responsible for obtaining all necessary permits and licenses for work at multiple jurisdictions, managing security clearance background checks for all personnel, and ensuring compliance with Americans with Disabilities Act requirements for equipment installation. The RFP attachment references detailed current equipment inventories, pricing information, cloud terms and conditions, maintenance checklists, and equipment lists to guide offeror proposals and cost estimations.

I. PURPOSE:
The Virginia Lottery ("Lottery"), an independent agency of the Commonwealth of Virginia, is seeking proposals from qualified firms through a competitive negotiation process to establish one or more contracts for the maintenance, monitoring, repair, support, and upgrade of the Lottery's security systems located throughout Virginia. Services include replacement of end-of-life access control equipment; preventive maintenance and repair of access control, intrusion detection, and alarm systems; and 24/7 monitoring, maintenance, support, recording, retention, storage, and management of the Lottery's video surveillance environment, including cameras and associated video management technologies. The Lottery reserves the right to make one or more awards under this solicitation.
II. BACKGROUND:
The Lottery currently has installed a security system comprised of access control systems, intrusion and fire alarm systems, and closed-circuit television systems located at four (4) locations in the metropolitan Richmond area, and at six (6) Customer Service Centers (“CSC”), located throughout Virginia. The security system, consisting of access control units from Honeywell ProWatch, automatically monitors and logs movement of persons through the system by time and date using ProWatch software. Access cards are HID cards issued by the Department of General Services (“DGS”). DGS is not linked to the Lottery’s server that controls the authorized entry to a specific door at a specific time. DGS issues the cards and keeps their own card records. The Lottery controls the access permissions set up for each card, giving access to Lottery space. In addition, the Lottery has an integrated system of television cameras, network video recorders (“NVR”), monitors, hardware, panic/duress buttons with associated strobe lights and remote monitoring as well as fire alarm panels and related devices.
