About this opportunity

The Washington Suburban Sanitary Commission (WSSC) is soliciting sealed responses for progressive design-build services to design, construct, and operate a PFAS pilot treatment plant at the Potomac Water Filtration Plant, with responses due August 20, 2026, at 2:00 p.m. via WSSC's eProcurement Portal. A non-mandatory pre-bid meeting and site visit occur June 30, 2026, at 10:00 a.m. at the facility (12200 River Road, Potomac, MD 20854). A 5 percent bid price preference applies to certified MBE and WSSC-approved SLBE firms; no mandatory MBE/SLBE subcontracting goal is imposed, though offerors may voluntarily participate with certified minority and small local business enterprises.

The project comprises two stages: Preliminary Stage services (priced at bid time with fixed allowances for hazmat and geotechnical work at $60,000, additional engineering services at $175,000, equipment coordination at $20,000, and specialty equipment acquisition at $30,000) and Completion Stage services (negotiated separately following preliminary design completion). The Preliminary Stage includes design documents to 70 percent completion, CPM scheduling, surveying, hazardous materials identification, geotechnical investigations, detailed cost estimating at 30 percent and 70 percent design milestones, permitting, and risk assessment. The Completion Stage encompasses final design, construction, commissioning, operation for 12 to 18 months, laboratory testing, maintenance, demolition, site restoration, and a final report documenting water quality test data, budgetary costs, and information on at least 20 comparable facilities completed since 2015.

Minimum qualifications require the Engineer of Record and prime contractor to have completed two collaborative delivery projects, with at least one pilot project at a water or wastewater treatment facility, and cumulative experience in three water treatment plant upgrades with combined contract value of at least $30 million, with at least one project completed after January 2020. The Design Manager must hold a current state-issued Professional Engineer license.

Evaluation criteria weight Project Approach at 30 percent, Key Project Team Members Experience at 25 percent, Progressive Design-Build Team Experience at 20 percent, Technical Experience at 20 percent, and Pricing at 5 percent. Questions are due July 16, 2026, at 12:00 p.m. Insurance requirements include workers' compensation, commercial general liability with $1 million single limits, umbrella liability at $1 million, and errors and omissions coverage at $1 million per claim, all provided within 10 days of Notice of Award with WSSC named as additional insured.
