About this file
This Supplementary Conditions document pertains to the Washington Suburban Sanitary Commission (WSSC) in Maryland for the Potomac Water Filtration Plant Water Quality/PFAS Pilot Project. The project involves progressive design-build services for the design, construction, and operation of a PFAS (per- and polyfluoroalkyl substances) pilot plant facility. Sealed responses must be submitted via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater no later than 2:00 pm on Thursday, August 20, 2026, with late submissions not accepted. The supplementary conditions establish additional contractual requirements and specifications beyond standard contract terms.
The document serves to clarify and supplement the primary contract conditions, addressing specific requirements for this water quality pilot project. The supplementary conditions likely detail technical specifications, performance standards, operational requirements, and administrative procedures specific to the PFAS pilot plant design-build scope. These conditions establish the framework for contractor responsibilities throughout the design, construction, and operational phases of the project, ensuring alignment with WSSC's objectives for addressing water quality concerns related to PFAS contamination.

Combined Single Limit of $ 1,000,000
4. Excess or Umbrella Liability:
Per Occurrence $ 1,000,000 General Aggregate $ 1,000,000
[See Paragraph 6.03.F of the General Conditions.]
[If Owner revises the standard terms by deleting the requirement that Design-Builder furnish Excess or Umbrella liability insurance, then Owner should consider requiring (in SC-6.03.K.2) that “The aggregate limits under SC-6.03.K.2 (Commercial General Liability) be maintained fully available for this Contract by obtaining and maintaining a Designated Construction Project General Aggregate Limit endorsement, or equivalent.”]
[Note that GC-6.03.F allows Design-Builder to combine policy limits in underlying policies such as commercial liability insurance with the policy limit of the umbrella or excess liability policy. This is a common practice that allows the Design-Builder flexibility in its insurance program. If on a specific project Owner wishes to withdraw this option, so indicate here in SC-6.03 with a provision that deletes the third sentence of GC-6.03.F.]
5. Contractor’s Pollution Liability under Paragraph 6.03.G of the General Conditions:
Each Occurrence $ 1,000,000 General Aggregate $ 1,000,000
If box is checked, Design-Builder is not required to provide Contractor’s Pollution Liability insurance under this Contract.
[On some projects, the Owner may conclude that it is not cost-effective or necessary to require the Design-Builder to carry Contractor’s Pollution Liability insurance, based on the type of work to be performed or knowledge of conditions at the Site. In such cases, check the box above and either delete the “Each Occurrence” and “General Aggregate” line items, or indicate “N.A.” or “Not applicable” in the blanks. Also consider whether select subcontractors should be exempted from carrying Contractor’s Pollution Liability insurance, and if so indicate the exemption either here in SC-6.03, or in SC-6.02—see note concerning
GC-6.02.E.]
6. Additional Insureds: In addition to Owner, include as additional insureds the following: [Here list by name (not category, role, or classification) other persons or entities to be included on the commercial general liability, automobile liability, umbrella or excess, and pollution
