This Special Conditions document pertains to the Potomac WFP Water Quality/PFAS Pilot Project solicitation issued by the Washington Suburban Sanitary Commission (WSSC) in Maryland. The project involves progressive design-build services for the design, construction, and operation of a PFAS (per- and polyfluoroalkyl substances) pilot plant at the Potomac Water Filtration Plant. Sealed responses must be submitted through WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater prior to 2:00 pm on Thursday, August 20, 2026, with late responses not accepted. The special conditions document establishes the contractual framework and requirements specific to this project that bidders must adhere to when preparing and submitting their proposals.

The document outlines special conditions and contract requirements that govern the bidder's obligations and project execution. Key provisions address contract administration, performance standards, and compliance requirements specific to the design-build delivery method and the specialized nature of PFAS pilot plant operations.
