The project encompasses two distinct stages: a Preliminary Stage involving design documents at 70 percent completion, CPM scheduling, surveying, hazardous materials identification, geotechnical investigations, detailed cost estimating at design milestones, permitting, and risk assessment; and a Completion Stage encompassing final design, construction, commissioning, operation for 12 to 18 months, laboratory testing, maintenance, demolition, site restoration, and a final report documenting water quality test data and budgetary costs. A non-mandatory pre-bid meeting and site visit are scheduled for June 30, 2026, at 10:00 a.m. at the Potomac Water Filtration Plant (12200 River Road, Potomac, MD 20854). Sealed proposals must be submitted via WSSC's eProcurement Portal by August 27, 2026, at 2:00 p.m., with a question submission deadline of July 16, 2026, at 12:00 p.m.
Minimum qualifications require the Engineer of Record and prime contractor to have completed two collaborative delivery projects, with cumulative experience in three water treatment plant upgrades having a combined contract value of at least $30 million, and at least one project completed after January 2020; the Design Manager must hold a current state-issued Professional Engineer license. Evaluation criteria weight Project Approach at 30 percent, Key Project Team Members Experience at 25 percent, Progressive Design-Build Team Experience at 20 percent, Technical Experience at 20 percent, and Pricing at 5 percent. The Preliminary Stage pricing includes fixed allowances for combined hazmat and geotechnical work ($60,000), additional engineering services ($175,000), equipment coordination ($20,000), and specialty equipment acquisition ($30,000). A 5 percent bid price preference applies to certified Minority Business Enterprise (MBE) and WSSC-approved Small Local Business Enterprise (SLBE) firms; no mandatory MBE/SLBE subcontracting goal is imposed for the Preliminary Stage, though offerors may voluntarily participate with certified minority and small local business enterprises.
