About this opportunity

Powhatan County and Powhatan County Public Schools are requesting sealed proposals for professional architectural and engineering services to conduct a comprehensive feasibility study of the Pocahontas Landmark Center located at 4290 Anderson Highway, Powhatan, Virginia, under RFP 2026-02, with proposals due June 18, 2026 at 3 p.m. local time. Questions must be submitted by June 2, 2026 at noon. A non-mandatory pre-proposal meeting with campus walkthrough (excluding Wing B) is scheduled for May 26, 2026 at 10 a.m. at the PLC site. Addendum 2 has been issued; offerors must acknowledge receipt of all addenda on their bid forms.

The scope encompasses environmental review, mechanical/electrical/plumbing systems analysis, structural assessment, ADA compliance evaluation, parking capacity assessment, and financial feasibility analysis of the multi-wing campus facility (main building from 1937; associated wings from 1940–1992). The study must address hazardous materials such as lead and asbestos. Deliverables include 20 bound copies and one digital copy of all final reports, with the selected firm required to participate in a minimum of four county/school meetings and four public meetings to present findings.

Offerors must hold current architectural and engineering licenses valid in Virginia and demonstrate experience conducting comprehensive studies on older buildings containing hazardous materials within the past seven years. Insurance requirements are workers' compensation (statutory), employer's liability ($100,000), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), and professional liability / errors and omissions ($1,000,000 per occurrence / $2,000,000 aggregate for three years post-completion).

No fixed contract price is specified; proposals will be evaluated using weighted scoring: Strength of Overall Proposal (25%), Management Approach/Methodology (25%), Experience/Reference (25%), Staffing (20%), and Other (5%). The County and PCPS will conduct competitive negotiations with two or more qualified offerors on terms and pricing deemed fair and reasonable. The anticipated contract award date is September 28, 2026, with project completion expected within 274 days of contract execution. Proposals are limited to 30 pages (12-point font minimum) in a three-ring tabbed binder, submitted electronically via eVA and in physical copies, and must include completed W-9 forms, certification of non-collusion, certification regarding felons and sex offenders, and State Corporation Commission identification numbers if applicable.
