About this file
This is Addendum 3 to RFP 2026-02 issued by Powhatan County and Powhatan County Public Schools for a feasibility study of the Pocahontas Landmark Center. The addendum clarifies two key items: the gym roof material is EPDM, and prior studies on the Pocahontas Landmark Center have been conducted, including a 2023 study. The original RFP, issued on May 18, 2026, requests sealed proposals from qualified architectural and engineering firms to conduct a comprehensive feasibility study of the multi-wing campus facility located at 4290 Anderson Highway, Powhatan, Virginia. The scope includes environmental review, mechanical/electrical/plumbing systems analysis, structural assessment, ADA compliance evaluation, parking capacity assessment, and financial feasibility analysis, with particular attention to hazardous materials such as lead and asbestos. Proposals are due June 18, 2026 at 3 p.m. local time, with questions required by June 2, 2026 at noon. A non-mandatory pre-proposal meeting with campus walkthrough is scheduled for May 26, 2026 at 10 a.m. The anticipated contract award date is September 28, 2026, with project completion expected within 274 days of contract execution. Deliverables include 20 bound copies and one digital copy of final reports, with the selected firm required to participate in a minimum of four county/school meetings and four public meetings.
Proposals will be evaluated using weighted scoring criteria: Strength of Overall Proposal (25%), Management Approach/Methodology (25%), Experience/Reference (25%), Staffing (20%), and Other (5%). No fixed contract price is specified; the County and PCPS will conduct competitive negotiations with two or more qualified offerors on terms and pricing deemed fair and reasonable. Offerors must hold current architectural and engineering licenses valid in Virginia and demonstrate experience conducting comprehensive studies on older buildings containing hazardous materials within the past seven years. Required insurance includes workers' compensation (statutory), employer's liability ($100,000), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), and professional liability/errors and omissions ($1,000,000 per occurrence/$2,000,000 aggregate for three years post-completion). Proposals are limited to 30 pages with 12-point font minimum, submitted in a three-ring tabbed binder both electronically via eVA and in physical copies. Offerors must acknowledge receipt of this addendum on their bid forms.
