About this opportunity
Granite School District is requesting bids for playground surfacing and artificial turf installation and repair across its 54 elementary schools and 7 high schools under IFB AP27-604, with bids due August 7, 2026. The solicitation anticipates multiple awards. Bidders must submit technical and cost proposals through the Utah Public Procurement Place (U3P) electronic system or in sealed form to the District Purchasing Department at 2500 South State Street, Salt Lake City, UT 84115.
The scope encompasses excavation, crushed rock and compaction, pour-in-place surfacing installation, removal and replacement of existing surfacing, cushion cap installation, repairs, playground turf installation over existing surfaces, and baseball/softball turf installation. All materials and installation must comply with the United States Consumer Product Safety Commission Public Playground Safety Handbook, ASTM International standards, ADA requirements, and manufacturer specifications. Bidders must provide per-square-foot pricing for each of eight service categories; the total estimated annual square footage is approximately 44,700 square feet across all services. Historical spending data shows calendar year 2024 expenditures of $236,374 and 2025 expenditures of $163,458.
The contract term is one year with four optional one-year renewals, subject to annual performance review. Pricing must remain valid for one year, with any price adjustment requests requiring thirty days' notice and supporting documentation. The District anticipates awarding to one qualified vendor meeting all mandatory minimums with the overall lowest cost, though it reserves the right to award by service category or to the next lowest offer if deemed in the District's best interest. The District encourages Energy Star certified products and those containing recycled materials.
Bids are binding for 60 days from the due date. Contractors must comply with Utah Code 63G-6a-1203, which voids certain indemnification, arbitration, and liability-limitation provisions in procurement contracts. Contractors must also certify non-debarment status, register with E-Verify, and maintain commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate.
