About this file
This is a Scope of Work document for Granite School District's playground surfacing installation contract invitation for bid AP27-604. The District seeks a contractor to repair existing, install new, and convert playground surfaces across its 54 elementary schools and 7 high schools. The contract encompasses multiple surfacing types including pour-in-place, rubber tiles, foam base, and artificial turf, with services including excavation, crushed rock and compaction, new surfacing installation, removal and replacement of existing surfaces, repairs, turf installation over existing surfaces, and baseball/softball batting cage turf installation. The scope includes approximately 53,700 estimated annual square feet of work across all service categories. The contract will be awarded for an initial one-year term with four optional one-year renewals, subject to annual performance review. Bidders must submit two separate documents—a technical proposal addressing company qualifications, product offerings, warranty information, and references, and a cost proposal using the provided cost sheet—through the Utah Public Procurement Place (U3P) website by the posted deadline. The District anticipates awarding to one qualified vendor passing all mandatory minimums with the overall lowest cost, though it reserves the right to award by service category or to the next lowest offer if deemed in the District's best interest.
Pricing must remain valid for one year, with any price adjustment requests requiring thirty days' notice and supporting documentation demonstrating a logical mathematical link to the proposed price. The District will receive the immediate benefit of any market decreases or allowable discounts. Payment will be made within thirty days of invoice receipt and project completion sign-off by District staff. Historical spending data shows calendar year 2024 expenditures of $236,374 and 2025 expenditures of $163,458, with average usage per school ranging from 800 to 4,000 square feet, primarily involving turf over existing pour-in-place or tile surfaces. All materials and installation must comply with current United States Consumer Product Safety Commission Public Playground Safety Handbook recommendations, ASTM International standards, ADA requirements, and manufacturer specifications. Contractors are responsible for providing all materials, equipment, tools, site safety and security, waste disposal, notification of the grounds foreman forty-eight hours before arrival, and checkpoint procedures with school front offices daily.
