About this opportunity
The Pinellas County School District is issuing a Request for Proposals (RFP) for instructional services to support approximately 1,500 students across 38 private schools through Title I equitable services programming. The procurement encompasses on-site academic tutoring in reading and math, academic counseling, professional learning workshops for teachers, and family engagement activities. Qualified proposers must demonstrate a minimum of five years of experience providing similar services in Florida markets and must possess Florida teacher certification for instructional staff. Proposals must include detailed pricing breakdowns for teacher hourly rates with administrative fees, family engagement fees with associated administrative costs, and professional learning fees with administrative costs, with the evaluation committee rewarding the lowest cost proposal. The evaluation process utilizes a weighted point system considering Firm's Experience and Qualifications (25 points), Responsiveness to Scope of Services (45 points), Instructional Personnel qualifications (10 points), and Cost (20 points). Electronic proposals are due by 2:00 PM on February 16, 2026, via the District's OpenGov Procurement portal at https://procurement.opengov.com/portal/PCSB. The preliminary proposal review period runs from February 17 through March 4, 2026, with a selection committee meeting scheduled for March 5, 2026, and estimated School Board approval on March 24, 2026.
The contract period extends from March 22, 2026, through March 21, 2028, with one optional one-year renewal period at mutual consent and up to three additional thirty-day unilateral extension periods at the District's discretion. All proposers must comply with multiple requirements including Level 2 background screening per the Jessica Lunsford Act, E-Verify registration, proof of workers' compensation and general liability insurance (with the School Board named as Additional Insured), and completion of mandatory compliance forms including human trafficking and public entity crime affidavits. The District reserves the right to use multiple vendors and to separately bid components of work if economically advantageous. Price escalation provisions at renewal periods are limited to the previous year's Consumer Price Index for All Urban Consumers (CPI-U) percentage change, provided 60 days' written notice is given. The estimated contract value is approximately $3,000,000 over the initial two-year period. No specific set-aside designations or restrictions on organizational types are identified in the available documentation, and no incumbent vendors or current contractors are listed in the procurement materials.
