About this opportunity

The Michigan Department of Transportation is requesting proposals for janitorial services at the Port Huron Welcome Center under RFP 260000002579, with proposals due September 16, 2026 at 3:00 PM EST and bidder questions due September 9, 2026 at 3:00 PM EST.

The scope encompasses comprehensive janitorial services including restroom sanitation, facility maintenance, and grounds upkeep at the Port Huron Welcome Center in St. Clair County. Restroom cleaning must occur between 8:00 AM and 4:00:30 PM with checks at minimum every two hours, with restrooms closed no more than 20 minutes during cleaning. Services include detailed protocols for toilets, urinals, sinks, baby changing stations, and hand dryers; lobby and entrance maintenance including window washing and graffiti removal; storage and utility area upkeep; grounds litter removal from parking lots and picnic areas; and minor maintenance such as plunging fixtures and tightening hardware. The contractor furnishes all supplies and equipment meeting EPA and local, state, and federal code requirements, subject to Program Manager inspection. Holiday periods and summer weekends may require additional staffing (one male and one female attendant) during operating hours with no additional compensation beyond the contract unit price. Pricing is firm for the entire contract term with no escalation provisions.

The contractor must submit a work schedule for on-site attendants within 10 business days of contract start, established with the Program Manager. Background checks (national scope, potentially including Michigan State Police and NCIC fingerprints) and pre-employment drug testing are mandatory for all employees. The contract includes liquidated damages of $500 plus $100 per day for late or improper completion, $1,000 per individual per day for unauthorized removal of key personnel, and contractual deductions ranging from $50 to $500 per incident for unsatisfactory conditions or unstaffed situations.

MDOT will evaluate proposals on a PASS/FAIL basis across three criteria: completeness and acceptability of vendor question responses, completeness and acceptability of Schedule A responses, and completeness of Schedule C pricing. The award will go to the responsive and responsible bidder with a PASS rating on all criteria and the lowest price. Contracts valued at $250,000 or more require State Administrative Board approval. Proposals must be submitted electronically through michigan.gov/SIGMAVSS. MDOT reserves the right to conduct on-site facility visits, oral presentations, interviews, reference checks, and background checks. The Solicitation Manager is Mark Morrison at 517-275-1834 or Morrisonm@michigan.gov.
