About this opportunity

The Michigan Department of Transportation is requesting proposals for janitorial services at the Port Huron Welcome Center under RFP 260000002579, with proposals due September 16, 2026 at 3:00 PM EST and questions due September 9, 2026 at 3:00 PM EST.

The scope covers comprehensive janitorial services for a 7,280 square-foot facility operating 24 hours daily at 3,600 I-94 West, Port Huron Township, serving approximately 300,000 annual visitors. Services include restroom cleaning (2–3 times daily, increased frequency June–August), lobby and entrance maintenance, storage and employee area upkeep, literature area cleaning, and grounds cleaning 1–2 times annually. An on-site attendant is required Monday through Saturday from 8:00 AM to 4:30 PM (with adjusted schedules November 1–April 30). The facility includes two men's and two women's restrooms plus one family restroom, with 21 toilets, 10 urinals, and 17 sinks. MDOT provides all replenishable supplies; the contractor furnishes equipment, tools, and materials from an MDOT-approved list or acceptable alternatives.

Contractor must provide monthly pricing for janitorial and grounds cleaning, separate hourly rates for emergency services (floor stripping and rewaxing, carpet shampooing, infectious disease control), and hourly wage rates for attendants. Pricing is firm for the entire contract term with monthly invoicing via email.

The contract term is three years effective October 31, 2026 through October 30, 2029, with two optional one-year renewals at the State's sole discretion. Insurance requirements include Commercial General Liability ($1 million per occurrence), Automobile Liability ($1 million per accident), and Employers Liability ($500,000 per accident), with the State named as additional insured.

Evaluation is pass/fail on completeness and acceptability of vendor questions responses, Schedule A responses, and Schedule C pricing documentation. The responsive, responsible bidder with the lowest price receives award. Contracts of $250,000 or more require State Administrative Board approval. Submissions must be electronic through www.michigan.gov/SIGMAVSS in modifiable native formats, individual files not exceeding 30 MB. A Confidential Treatment Form is mandatory regardless of confidential information content. Solicitation manager: Mark Morrison, 517-275-1834, Morrisonm@michigan.gov.
