About this opportunity

Sarasota County is seeking bids for the Phillippi Creek High Spots Stormwater Conveyance Dredging Project, an Invitation for Bids (IFB #252765CG) involving comprehensive dredging services for approximately 12,054 linear feet of segmented channel. The project requires mechanical and/or hydraulic sediment removal to a depth of -4 feet mean low water, with a typical channel width of 50 feet. Key deliverables include establishing temporary staging areas, constructing retention ponds and return water control structures, dewatering sediment, loading sediment into sealed trucks, and transporting dredged material to the Sarasota County Landfill. Contractor qualifications include demonstrating experience with dredging projects involving at least 5,000 cubic yards of sediment with a total contract price of no less than $200,000, completed within the past seven years. The bid is irrevocable for 180 days from the bid opening date, with proposals due by September 3, 2025. The total project completion time is set at 180 calendar days to reach Substantial Completion, and the county anticipates executing separate construction contracts for Group 1 and Group 2.

The solicitation does not indicate specific set-aside designations for disadvantaged enterprises, though it does encourage local hiring through an aspirational goal of 15% new hires from Sarasota, Manatee, or Charlotte Counties. The project requires comprehensive insurance coverage, including workers' compensation, commercial general liability, business automobile liability, umbrella/excess liability, pollution liability, and marine liability. While no specific incumbent vendors are mentioned, the estimated in-situ sediment volume is 63,827 cubic yards, divided into 11 different sections with varying cut volumes. The county will authorize a maximum of 200 cubic yards of dredge material per day for landfill disposal, with any excess requiring advance authorization. The contract will be awarded on a lump sum basis, with payment not tied to the volume of material removed. Liquidated damages are structured with daily charges ranging from $955 to $10,135, with additional rates for contracts exceeding $20 million. The total project budget and specific award value are not explicitly stated in the provided documentation.
