About this file
The Supplemental Conditions document is associated with Sarasota County, Florida for the Phillippi Creek High Spots Stormwater Conveyance Dredging Project. The project involves dredging approximately 12,054 linear feet of a segmented channel, generally 50 feet wide, to a depth of -4 feet mean low water. The work includes mechanical and/or hydraulic sediment removal, establishing temporary staging areas, constructing retention ponds and return water control structures, dewatering sediment, loading sediment into sealed trucks, transporting and disposing of dredged sediment at the Sarasota County Landfill, implementing erosion and turbidity control, conducting monitoring and reporting, and performing final site cleanup and restoration.
The document outlines specific supplemental conditions for the contractor, including pre-construction activities, work hours (up to 12 hours per day, Monday through Saturday, 7:00 AM to 7:00 PM), reporting requirements (weekly and monthly progress reports), and maintenance of traffic provisions. The contractor must carefully manage boating traffic, minimize navigation obstruction, and comply with utility protection requirements. A post-construction survey will be conducted, and if any areas do not meet the specified dredging depth, width, or slope, the contractor will be required to re-dredge at no additional cost. The contract terms specify that the bidder's offer will remain irrevocable for 180 days or until the Notice to Proceed is issued.

SUPPLEMENTAL
CONDITIONS
SUPPLEMENTAL CONDITIONS
These Supplemental Conditions amend or supplement the General Conditions and other provisions of the contract documents as indicated below. All provisions which are not so amended or supplemented remain in full force and effect. In case of discrepancy, these Supplemental Conditions shall govern over any other written specification or drawing.
Any conflicts between the General Conditions and the "Instructions, Terms and Conditions", Construction and Other Sealed Bids, the Instructions Terms and Conditions shall govern.
SC-1. PRE-CONSTRUCTION ACTIVITIES
GC 4.4 - Add Sections 4.4.C. and D. as follows:
C. Contractor shall not occupy private land outside of any easements or rights of way unless a written authorization has been signed by the property owner and provided to the County.
It shall be the Contractor’s responsibility to provide these agreements prior to construction, if required. Prior to the use of private lands, the Contractor shall submit a copy of the agreement(s) to the County. In the event that the Contractor uses private property for any purpose without first having the necessary approvals from the property owner or provided the necessary agreement to the County, the County will direct the Contractor to immediately cease using such property.
D. Use of private property by the Contractor for stockpiling/dewatering of dredged sediment, storing equipment, or any other use associated with this project, may also be authorized by a Sarasota County Governmental Earthmoving Exemption, if a Temporary Construction Easement (TCE) is obtained by the County from the private property owner. Contractor is responsible in assisting County with obtaining TCE from private property owner, and the County will assist the Contractor with obtaining the Governmental Earthmoving Exemption. Construction shall not commence until County provides Contractor with the Governmental Earthmoving Exemption.
GC 4.6 - Add the following to the end of the section:
Video and audio narrative should define any notable items that may be deemed unusual or defective prior to construction (i.e., cracked seawalls, existing water depths, damaged docks or boats, dead or dying vegetation, poor drainage conditions, decorative ornaments, cracked roadways, etc.).

C. Submit Hourly Rates Schedule.
D. Submit Preliminary Construction Plan.
E. Submit Subcontractors List, including company name and contact person & title, address and phone numbers and the specific elements of work that they will perform.
F. Submit Emergency Contact List, including names, titles and phone numbers.
G. Submit Projected Cash Flow.
H. Identify and submit Staging Areas and other pertinent Governmental Earthmoving

SC-2. WORK HOURS
GC 5.6.A. shall be amended to read:
A. Regular working hours are defined as up to twelve hours per day, Monday through Saturday beginning no earlier than 7:00 A.M. and ending no later than 7:00 P.M., excluding Sundays, and Holidays.
SC-3. CONSTRUCTION/PROGRESS SCHEDULE
GC 5.9 – Add Section 5.9.B. as follows:
The Contractor will prepare and submit a weekly report of operations and construction progress.
These Contractor reports shall be prepared for all dredging work activities (as appropriate). All reports must be submitted on a weekly basis to the County. In addition to the weekly dredging reports, the Contractor shall prepare a monthly report of operations for each month or partial month's work. The monthly report is to be submitted to the County with each monthly pay request, consolidating the previous month's work. Upon completion of the Contract, the Contractor shall submit a consolidated job report, combining the monthly reports.
SC-4. MAINTENANCE OF TRAFFIC (MOT)
GC 5.15 - Add Sections 4.4.H., I. and J. as follows:
H. EQUIPMENT TRANSPORTATION: The Contractor shall make an investigation of water access routes and the roads for transportation, load limits for bridges and roads, and other road conditions affecting the transportation of materials and equipment to the Work sites.
The Contractor shall also investigate the availability of any staging, storage, and stockpiling areas and shall make all arrangements for use of any such areas for the delivery of any materials and equipment to be used in completing the Work.
I. BOATING TRAFFIC: The boating traffic using the Project area is generally low draft recreation vessels on high tide. Depending on the type and size of equipment used by the Contractor, there may or may not be ample room in the areas to be dredged to accommodate regular boating traffic without some interference with the dredging operations. The Contractor should investigate this situation and, coupled with the choice of equipment, determine what impact these conditions will have on the dredging operation.
J. The Contractor will be required to conduct the Work in such manner as to obstruct navigation as little as possible during normal working hours. In the event the Contractor’s equipment obstructs the channel as to make difficult or endanger the safe passage of vessels, Contractor shall make reasonable efforts to afford a practicable and safe passage.
Upon the completion of the Work, the Contractor shall promptly remove the dredge equipment, pipelines, etc. including buoys and other markers to allow safe passage. In addition, the Contractor will not obstruct navigation during non-working periods, weekends, and any suspension of Work that occurs for the duration of the Project. The Contractor will also be required to remove obstructions (other than turbidity curtains) to navigation during the evening after normal working hours and will maintain close communication with the County as to traffic conditions and to any problems that arise.
SC-5. EXISTING UNDERGROUND FACILITIES
GC 5.17.A. shall be amended to read:
A. No special investigations of underground utility locations have been made by County to ascertain the actual location of utilities on the Work site. The Contractor shall contact gas, electric power, water, telephone, cable, or other utility companies before beginning work to determine the exact location and provide for the protection of all utilities that may be within the work limits.
SC-6 SUBSTANTIAL COMPLETION
GC 13.9 – Add Section 13.9.K. as follows:
K. Should the Post-Construction survey identify any shoals, lumps, or other lack of Contract required dredging depth, width, or slope, the Contractor will be required to comply with the Contract by dredging the affected surface until the condition is corrected. If re-dredging is required to correct the unacceptable Work, the dredging will NOT be paid for above the maximum payment set forth in the Contract.
