About this opportunity
The Kansas Department of Transportation, procuring through the Kansas Department of Administration's Office of Procurement and Contracts, is requesting proposals for permanent dynamic message signs under RFP EVT0010876, with proposals due August 5, 2026 at 2:00 p.m. Central Time. Bidders must have a minimum of five years of manufacturing experience in permanent DMS for Intelligent Transportation Systems and maintain a local presence within 600 miles of Topeka, Kansas—a geographic constraint that filters the competitive field.
The scope encompasses high-resolution color LED signs in 20-character walk-in and rear-access models, 15-character front-access models, and amber LED signs in 8-character 3-line, 8-character 2-line, and 3-character 1-line configurations. All equipment must meet NEMA TS 4 standards and NTCIP compliance (versions 1203, 2101, 2103, 2104, 2201, 2202, and 2301). Bidders must demonstrate compatibility with KDOT's existing KAITS SWRI (ActiveITS/SunGuide) software and KC Scout's TransSuite software without requiring additional driver development. Delivery must occur within 180 days of order placement. All equipment shall be new, current-model units with a minimum one-year manufacturer's warranty; polycarbonate sign faces carry a 20-year warranty including labor. The contract includes up to 16 hours of operational and maintenance training per sign type, factory acceptance testing with KDOT reimbursement for travel up to 600 miles for up to three persons, and a mandatory 60-day test period following commissioning at vendor expense.
The contract is an indefinite-quantity agreement with no guaranteed volume, running from award through July 31, 2031. Pricing shall be submitted on provided cost sheets with individual unit pricing. Payment terms are net 30 days upon receipt of invoice after delivery inspection. Buy America requirements for iron and steel materials apply, as the project will be partially federally funded. Questions are due July 29, 2026. No pre-bid conference is scheduled. Bidders may claim eligibility for Kansas Disabled Veteran Owned Business or Certified Business categories if properly documented.
