About this file
This is a Data Security Attachment document for the Kansas Department of Transportation (KDOT) that establishes comprehensive security and compliance requirements for all contractors receiving, accessing, or processing KDOT data and systems. The attachment outlines mandatory provisions that become part of any contract between KDOT and successful bidders, requiring contractors to acknowledge their capability to adhere to all specified security measures before submission of their bids. The document does not specify particular products or services, response dates, or contract terms; instead, it functions as a standard security requirement template to be incorporated into individual KDOT procurement solicitations, including the referenced Permanent Dynamic Message Signs Request for Proposal.
The attachment imposes extensive operational, technical, and administrative requirements on contractors, including implementation of security awareness training programs, maintenance of physical and environmental controls at United States-based data centers, deployment of encryption technologies, conduct of vulnerability scans at least every thirty days, quarterly intrusion detection and prevention system scans, annual security audits, and incident response protocols with mandatory notification to KDOT within twelve hours of any security breach. Contractors must comply with Kansas statutes K.S.A. 75-7244 and S.B. 291 (effective July 1, 2024), ITEC 7000 Series security standards, HIPAA training requirements, and the State of Kansas Generative Artificial Intelligence Policy. All AGENCY data, including Restricted-Use Information (Criminal Justice Information Services, Personally Identifiable Information, Protected Health Information, and Personal Financial Information), must remain physically located and accessed only within the United States, with comprehensive backup and disaster recovery plans maintained and made available for AGENCY review upon request.
