About this file

This is Amendment 1 to an RFP for Permanent Dynamic Message Signs issued by the Kansas Department of Transportation through the Kansas Department of Administration's Office of Procurement and Contracts (Bid Event Number EVT0010876). The amendment, dated July 22, 2026, addresses technical clarifications regarding font specifications and testing procedures for high-resolution color LED signs and amber LED signs. The procurement officer, Ashley Evans, clarified that all high-resolution signs must display a minimum of three lines by 20 characters wide with 18-inch text in a minimum 54 x 240-pixel matrix with maximum 40mm pitch, with font sized appropriately to meet MUTCD height-based ratios and pixel requirements. Additionally, the amendment confirms that testing requirements should uniformly reference a 60-day test period rather than the previously stated 90-day procedures. Proposals remain due August 5, 2026, at 2:00 p.m. Central Time, and bidders must submit a signed copy of this amendment with their bid response.

The amendment represents a technical correction to specification language that would have been difficult or impossible for vendors to meet under the original parameters, particularly regarding character height achievable with 5x7 fonts at specified pitch specifications for high-resolution signs. No changes to pricing terms, delivery timelines, warranty requirements, training provisions, or other contractual terms are indicated in this amendment. Vendors are required to acknowledge receipt and understanding of the amendment by signing and returning it with their bid submission.

Agency: Kansas Department of Transportation Item: Permanent Dynamic Message Signs

Conditions: Questions and Answers

Agency responses to bidder questions below:

Q1. Appendix A page 29 specifies an 18-inch tall text using a 5x7 font on a sign with a maximum 40mm pitch. That font cannot provide an 18-inch tall character unless the pitch is 66-70mm. At 40mm, a 5x7 will provide a 10-inch character. This goes for each of the high resolution signs. A typical high resolution DMS is 20mm pitch. A 5x7 font will provide only a 6-inch tall character. Typically, a 23x15 font is specified for a 20mm pitch to yield an 18-inch character. Do you want to update the spec?

On page 32 for the amber LED sign, the 5x7 font is correct as it specifies a 70mm pitch. Same for page 33. Page 36 amber sign is a max of 40mm pitch so it has the same problem as the color high definition signs.

Response: For all high-resolution signs, the language should be stated as such:

The DMS shall display a minimum of 3 lines by 20 characters wide of 18” text in a minimum 54 x 240-pixel matrix with single column spacing maximum 40 mm pitch. The font shall be sized appropriately to meet MUTCD height-based ratios and pixel requirements.

Q2. Page 27 in the spec under testing it says to provide 90-day test procedures but the requirement is for 60-day test period. Are these separate tests or should both say 60-day?

Response: The requirement is for a 60-day test period, both should say “60-day”.
