About this opportunity

The West Virginia Division of Corrections and Rehabilitation is requesting quotations for perimeter security fencing and gate operators at Donald R. Kuhn Juvenile Center under RFQ ARFQ 0608 DCR2600000134, with bids due July 24, 2026 at 10:30 a.m. EST. A mandatory pre-bid meeting is scheduled for July 8, 2026 at 10:00 a.m. EST at the facility in Julian, West Virginia; attendance is required to obtain exact measurements for the razor wire installation.

The scope includes installing one row of thirty-inch super maze razor wire along the inside top of the existing curved perimeter security fence, constructing a twelve-foot high chain-link inner security fence approximately thirty-one feet in length from the wastewater treatment plant to the existing concrete flood wall, installing one twelve-foot high vehicle gate and one thirteen-foot wide gate, and replacing existing gate operators at two separate sallyport areas. The gates must be operable both from a central control room via the existing electronic security system and from an external control panel. Addendum No. 1 specifies 208-volt, three-phase motor input with 110-volt, single-phase control voltage, new nine-gauge mechanical twist ties for chain link, concrete footings eighteen inches wide by three feet deep with minimum 3,000 psi compressive strength, and disposal of existing gate operators.

The contract is a fixed-period engagement requiring completion within sixty calendar days of notice to proceed. A lump-sum bid is required. The awardee must provide a West Virginia Contractors License, commercial general liability insurance of at least $1 million per occurrence, automobile liability insurance of at least $1 million per occurrence, workers' compensation insurance, and a bid bond equal to five percent of the bid amount. Performance and labor/material payment bonds, each equal to 100 percent of contract value, are due before award. A local labor market hiring requirement mandates that at least seventy-five percent of employees be hired from the local labor market. Contractors must submit a drug-free workplace affidavit and a certified drug-free workplace report at project completion. Questions are due July 15, 2026 at 2:00 p.m. EST to Philip K. Farley at philip.k.farley@wv.gov or (304) 549-1050. Pricing must remain firm for the life of the contract with no additional fees beyond the lump-sum bid amount.
