About this file

This is Addendum No. 1 to a Request for Quotation (RFQ) issued by the state for perimeter security fence and gate operators at the Donald R. Kuhn Juvenile Center. The project involves replacement of existing gate operators and perimeter security fencing. The addendum addresses technical specifications and clarifications, including confirmation that motor input voltage is 208-volt, three-phase with 110-volt, single-phase controls voltage, and that all existing power, communications, and pathways are assumed to be functional. The gates must be operable both from the central control room via existing electronic security system and from an external control panel. Three existing gate operators currently cannot be opened by the electronic security system due to their age; if additional components require replacement to restore this functionality, such work will be handled through change orders. The revised bid deadline is 10:30 AM Eastern Standard Time on July 24, 2026.

The addendum includes several clarifications regarding project requirements: contractors must provide new nine-gauge mechanical twist ties for the chain link fence and gate, install concrete footings of 18 inches wide by 3 feet deep around new vertical fence posts with a minimum compressive strength of 3,000 psi, and dispose of existing gate operators and gate eyes. A mandatory pre-bid sign-in sheet is required for attendance. No pricing terms, set-asides, funding sources, or contract award information is specified in this addendum document.

PERIMETER SECURITY FENCE AND GATE OPERATORS PROJECT

FENCE AND GATE

ADDENDUM NO. 1

Questions:

Q1: It says in the RFQ the input voltage for the motor is 208V 3 Phase. We need to confirm the controls voltage. Is the controls voltage 24V or 110V?

A1: The input voltage to the motor is 208 volt, 3-phase. The controls voltage is 110-volt, single phase.

Q2: We are to assume all the power, comms, and pathways regarding the gate operator replacements are to be assumed good and usable as stated in the RFQ. Are we also to assume the controls inside the building such as relays, controllers, switches, buttons etc.

are also good and usable?

A2: Yes

Q3: In the RFQ, the ability to open the gates from the existing security system is wanted. This from our understanding this doesn’t work currently. What is it specifically opens each gate? A button, switch, software etc.?

A3: From inside the building in the central control room, the gates are opened and closed on the existing electronic security system via a touch screen computer that was installed by Com-Tec. Over time, three of the existing gate operators no longer can be opened by the existing electronic security system.

Q4: Do we know why the gate operators will not work from the existing security system inside the building?

A4: It is believed that it is because of the age of the existing gate operators.

Q5: If something else needs replaced to make the gates work with the existing security system will that be a change order?

A5: Yes

Q6: Are the gate operators to be able to be operated from inside the facility as well as at the control panel outside?

A6: Yes
