About this opportunity

The Texas Department of Public Safety is requesting bids for janitorial services at its Driver's License Office trailer facility located at 2100 W 3rd Street, Pecos, Texas under IFB 405-26R0021912, with responses due August 19, 2026 at 5:00 p.m. Central Time. A DBE participation requirement applies, as established in Exhibit F.5.

The facility comprises 1,120 usable square feet requiring weekly janitorial service. The scope encompasses general cleaning (40% allocation)—dusting, door and window cleaning, trash removal, and exterior cleaning; restroom cleaning and sanitation (30% allocation)—scouring and disinfecting commodes, urinals, washbasins, mopping with disinfectant, cleaning fixtures, mirrors, and walls; and floor maintenance (30% allocation)—sweeping, damp mopping, ceramic tile cleaning, vinyl composition tile spot cleaning and polishing, carpet vacuuming and spot cleaning, and mat cleaning. Semi-annual services include interior glass panel cleaning, high ledge and vent dusting, and vinyl composition tile stripping and waxing. The contractor must provide all cleaning and sanitation supplies, tools, and equipment; DPS provides paper towels, toilet paper, hand soap, and trash liners. A contractor representative must meet with the DPS Contract Monitor within 24 hours of work commencement, and monthly Janitorial Service Reports must be submitted by the 5th of each month.

The contract term runs five years from September 1, 2026 through August 31, 2031, with a potential six-month extension at DPS's discretion. Bidders must submit monthly and annual pricing on the Mandatory Pricing Schedule for each fiscal year. Bids must include completed W-9 and AP-152 forms, audited financial statements for the previous two years or a D&B Business Information Report with viability scores, and evidence of financial resources and ability to perform. All bids must be signed, contain no assumptions or exceptions, and remain valid for 180 days. DPS reserves the right to reject any or all bids, award to multiple contractors, and accept other than the lowest price based on best value criteria. Questions are due August 3, 2026 at 5:00 p.m., with answers posted by August 5. Anticipated award date is August 25, 2026. Padma Kulkarni is the Contract Administrator at (512) 424-2757 or Padmavati.Kulkarni@dps.texas.gov. Responses may be submitted electronically to DPS_Solicit_Response@dps.texas.gov or through the optional DPS Online Bid Room portal.
