About this file

This document is a vendor information guide issued by the Texas Department of Public Safety (DPS) for submitting responses to state solicitations through the DPS Online Bid Room system. The guide outlines the optional electronic submission process available to vendors responding to the PECOS DL Trailer Janitorial Services solicitation. Vendors must register as users in the DPS Online Bid Room portal at https://texasdps.appianportalsgov.com/vendor-management, a process that may require up to two business days to receive login credentials via email. Once registered, vendors can access solicitation opportunities and electronically submit responses directly through the system. The document emphasizes that all responses must be submitted in the form and manner specified in the solicitation package on or before the stated response due date and time, and that failure to adhere to submission requirements may result in disqualification. Vendors are advised to allow sufficient time for the registration process to ensure timely bid submission, as late responses are not accepted.

The document clarifies that use of the DPS Online Bid Room is optional and subject to all terms, conditions, and requirements of the solicitation package. Electronic submissions made through the Online Bid Room receive automatic submission confirmation through the system, with no additional receipt confirmation required. The document notes that technical difficulties or issues related to the optional use of the Online Bid Room do not constitute grounds for protesting a contract award. Vendors are directed to review the solicitation package thoroughly, including all exhibits, and to contact the DPS point of contact identified in the solicitation package with any questions. Additional resources including a vendor tutorial, user guide, and frequently asked questions are available on the DPS website and YouTube channel to assist vendors in navigating the system.
