The contractor must respond to all service calls within four hours during regular business hours (Monday–Friday, 9 a.m. to 8 p.m. Mountain Time).

Minimum qualifications include five years of relevant forensic psychology experience, an active Texas State Board of Examiners of Psychologist license, and either American Board of Professional Psychology specialty certification in forensic psychology or 24 hours of specialized forensic training plus continuing education requirements. Bidders must provide three verifiable references for similar services within the past two years. Insurance requirements are workers' compensation, commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000), and umbrella liability ($1,000,000). A background check covering the past seven years is required at the contractor's expense prior to service commencement.

The contract term runs from September 1, 2026, through August 31, 2029, with an option for extension up to one additional year at HHSC's sole discretion. Pricing must be submitted as firm, fixed prices on Exhibit C covering the contract duration, with all-inclusive rates covering labor, equipment, materials, supplies, and related expenses. The historical monetary value for similar services is $25,000 annually, provided as a guideline only and not representing guaranteed volume. Price adjustments may be requested using the Consumer Price Index formula specified in the IFB, subject to HHSC approval. No guarantee of volume, usage, or compensation is provided. All HHS contracts are subject to appropriations and availability of funds.
