About this opportunity
The City of Orem is soliciting proposals for the design, manufacture, furnishing, delivery, and technical support of a complete Phosphorus Control System for the Orem Water Reclamation Facility, with proposals due October 16, 2026 via the State of Utah's BonFire procurement portal. The project is federally funded through an EPA grant and subject to Build America and Buy America Act compliance, along with EPA 40 CFR Part 33 non-discrimination and Byrd Anti-Lobbying Amendment requirements for bids exceeding $100,000.
The scope requires a fully integrated system capable of treating anaerobically digested sludge through controlled struvite precipitation to reduce ortho-phosphorus concentrations and minimize uncontrolled struvite formation. The supplier must furnish process equipment, pumps, tanks, chemical feed and storage systems, blowers, valves, instrumentation, controls, and PLC/HMI programming. The supplier is responsible for equipment design and fabrication, factory testing, delivery, installation support, commissioning, performance testing, operator training, operations and maintenance documentation, and one-year warranty support. Installation will be performed under a separate construction contract; the successful bidder will function as a subcontractor to the General Construction Contractor anticipated in the fourth quarter of 2026.
Equipment must be delivered to 1797 West 1000 South, Orem, Utah 84058 within six months after approval of final submittals, with shop drawings required within sixty days of Notice of Award. Liquidated damages are assessed at $1,000 per day for delivery delays. The bid price is a lump sum for one complete system and includes shop drawing preparation, manufacture, packaging, testing, freight, inspection, field support, startup and testing assistance, and documentation. Progress payments are 20% upon shop drawing approval and assignment, 60% upon delivery in acceptable condition, and the remainder upon incorporation into the project, testing, and completion of special services.
Evaluation will be based on proposed equipment quality, materials of construction, equipment performance, life cycle costs, manufacturer experience, and equipment references. Questions are due October 1, 2026.
