About this opportunity
Tolleson Union High School District #214 in Maricopa County, Arizona is seeking a qualified vendor to provide comprehensive online standard and manager food handler courses, certifications, and instructional materials to support the district's Culinary Arts and Foodservice Management programs for grades 9-12. The vendor must deliver curriculum access including the Foundations of Restaurant Management & Culinary Arts program, multiple student certification pathways (Levels 1-4), Food Handler Cards, ServSafe Certifications, Certificates of Completion, online knowledge and performance assessments with reporting and analytics dashboards, and instructor training resources, with the requirement that district-certified staff be able to proctor and administer testing. All deliverables must be provided online with full curriculum access available in online, print, or hybrid formats. The evaluation criteria, weighted at 100 points total, include cost (30 points), firm qualifications and experience (25 points), technical proposal and scope alignment (25 points), past performance with three required client references (10 points), and responsiveness and compliance (10 points). Proposals must be submitted electronically through the Bonfire procurement portal by Thursday, April 16, 2026, at 1:00 p.m. MST, with a virtual bid opening scheduled for the same day. The contract will commence on July 1, 2026, and run through June 30, 2027, with the district's option to renew for four additional one-year terms through June 30, 2031, subject to satisfactory performance and fund availability. The anticipated award date is May 12, 2026, pending Governing Board approval.
The procurement includes a Minority- and Women-Owned Business Enterprise (MWBE) set-aside emphasis to encourage participation by qualified disadvantaged business enterprises. Vendors must submit comprehensive bid packages including a completed cost form with firm, all-inclusive pricing; signed offer and acceptance form with required federal and state certifications; amendment acknowledgment form; debarment certification; certificate of insurance; non-collusion affidavit; vendor registration information; data security and confidentiality agreement compliant with FERPA and Arizona data privacy laws; and past performance evaluations from current or previous clients. Pricing must be presented transparently with clear methodology and assumptions, with vendors permitted to propose per-student pricing, per-course pricing, tiered or volume-based structures, or annual subscription-based models; no specific budget or award value has been publicly identified, and the district has not established a minimum purchase volume. The district notes that while it anticipates sufficient funds will be available, funds are not currently appropriated, making contract award contingent upon funding availability. No incumbent vendor or current contractor information has been disclosed, and the procurement does not indicate existing technology infrastructure requirements for integration.
