About this opportunity

The Palm Desert Housing Authority is requesting proposals for on-call electrical maintenance services at its residential properties under an RFP released June 9, 2026, with proposals due June 19, 2026 at 5:00 p.m. This is a public works procurement subject to California prevailing wage requirements under Labor Code Section 1720(a), which filters contractor qualification and cost structure.

The scope covers routine, urgent, and emergency electrical service calls across fifteen Authority properties containing 1,114 units, including lighting repairs, outlet and switch replacements, breaker and circuit troubleshooting, panel and subpanel diagnostics, and exterior and parking lot lighting repairs. Expected response times are 2–4 hours for emergencies, 24 hours for urgent calls, and 2–4 business days for routine requests. Pricing proposals must itemize hourly rates for supervisors, journeymen, apprentices, and laborers at standard, prevailing wage, emergency/after-hours, and weekend/holiday rates, plus minimum service call charges, diagnostic rates, and material markup percentages. Prevailing wage rates apply to projects billed over $1,000.

The contract term runs July 1, 2026, through June 30, 2027, with options to renew for four additional one-year terms. The anticipated contract cost is $71,000. The Authority may award to one or more contractors and reserves the right to reject all proposals and negotiate terms. Contractor pricing must remain valid for 90 days from submission.

Evaluation criteria weight qualification and experience at 25 percent, staffing and licensing at 20 percent, approach to services at 20 percent, availability and emergency response at 20 percent, proposal clarity and completeness at 5 percent, and pricing at 10 percent. Questions are due June 15, 2026 at 2:00 p.m. Proposals must be submitted electronically through the City's OpenGov Procurement portal. The contractor must provide performance and payment bonds equal to total contract compensation and maintain commercial general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate.
