About this opportunity

The City of Indianapolis and Marion County, acting through the Office of Finance and Management, is requesting proposals for on-call demolition of structures throughout Marion County, with proposals due October 9, 2026 at 12:00 PM. A non-mandatory pre-proposal conference is scheduled for September 29, 2026 at 10:00 AM at the City-County Building, Purchasing Division, Room 1560.

Contractors must hold a current local Class A Wrecking License and be in good standing with the City and all relevant state and local licensing entities. This is a competitive on-call contract with potential awards to one or multiple vendors; the City does not guarantee minimum or maximum purchase quantities. The resulting agreement shall be for up to four years with potential renewal by mutual agreement, and the contract term may not exceed the original agreement length.

Pricing proposals must include cost estimates for three sample projects: a 21,000-square-foot 3-story wood-frame apartment building, a 50,000-square-foot 5-story steel and reinforced masonry office building with basement, and a four-level reinforced concrete parking garage with 500 spaces. Contractors should provide pricing methodologies including hourly rates, per-square-foot pricing, or other applicable rate structures with detailed assumptions and variables affecting timeline and cost.

Proposals are evaluated on Company Credentials (20 points), Resources and Staff Qualifications (30 points), Operating Procedures (15 points), MBE/WBE/VBE/DOBE participation (10 points), Pricing Model (15 points), and Established History (10 points). Contractors must demonstrate a minimum of two years of experience in commercial demolition and provide evidence of at least five similar projects. All proposals must remain firm for 180 days from submission. Contractors must maintain commercial general liability insurance of $1,000,000 per occurrence, auto liability of $1,000,000 combined single limit, excess umbrella liability of $1,000,000, and worker's compensation coverage at statutory levels. Compliance with MBE and WBE participation goals of 15% and 8% respectively is required. Proposals may be extended to other Indiana political subdivisions under a cooperative purchasing provision; vendors must specify whether freight differentials apply outside Marion County. Written questions are due September 30, 2026 at 12:00 PM Eastern Time through the Procurement Portal. A Nepotism Compliance Declaration certifying compliance with Indiana Code Chapter 36-1-21 must accompany each proposal.
