Request For Proposal #RFP-11EAL-223 3

1. Purpose of Request for Proposal

The City is interested in acquiring on-call demolition services for various structures throughout Marion

County. Multiple contractors may be selected based on the ability of the Contractors to fulfill the needs of the

City. This “pool of contractors” will then competitively quote on individual work orders (projects) throughout the contract term. In most instances, projects are expected to be of a “non-emergency” nature.

The work may involve commercial as well as residential structures, but may focus more on commercial buildings. Contractors shall be capable of responding to demolition orders by the City within reasonable times to satisfactorily accomplish demolition services on an on-call basis.

Contractors must hold a local Class A Wrecking License and be in good standing in the City of Indianapolis /

Marion County, per the Department of Business and Neighborhood Services. Respondents shall be in good standing with any other state and local licensing entities or governing bodies (e.g. OSHA) that have oversight or in any way pertain to the trade.

This Request for Proposal (RFP) serves to invite formal offers and outlines the requirements and policies for creating an Agreement between the awarded Vendor(s) and the Consolidated City of Indianapolis and Marion

County acting by and through the Office of Finance and Management (OFM). The City is looking for contractors that can minimize response time and maximize the speed of demolition work without sacrificing safety, life, property, recycling efforts, environmental concerns and safe and proper demolition practice.

The pricing component of this RFP will involve cost estimates based on “sample demolition projects” involving commercial structures, as well as any price offerings based on hourly rates or on a per square foot basis. Contractors should thoroughly present their plan/ methodology for approaching projects and document their pricing methods and how actual jobs will be estimated and quoted.

The City is accepting proposals from qualified professional individuals, firms, partnerships or corporations having specific experience in the service area(s) as identified in this RFP. The City is interested in proposals that reduce cost, improve services, and will complete work in a consistent professional manner. The proposal should reflect these qualities.

The length of a resulting agreement shall be up to four (4) years. Any resulting agreements for On-Call

Demolition Services will be subject to the availability of funding and budgetary considerations.
