About this opportunity
The City of Idaho Falls is seeking proposals for an On-Airport Rental Car Concession Lease at the Idaho Falls Regional Airport through RFP25-008. The procurement aims to award up to four non-exclusive rental car concession agreements, with each selected concessionaire permitted to operate up to three rental car brands within their assigned counter space. Respondents must demonstrate at least three years of rental car business experience, maintain a fleet of no fewer than 50 vehicles, possess a corporate reservations system, and have the ability to do business in Idaho. The solicitation includes access to four counter spaces, four office/storage rooms in the terminal building, 116 ready/return parking spaces, four Quick Turn-Around (QTA) facilities, and a shared overflow storage lot. Key dates include a pre-proposal non-mandatory meeting on October 14, 2025, at 2:00 PM MST, with proposals due on October 30, 2025, by 12:00 PM MST. The contract term will run from February 1, 2026, through January 31, 2029, with potential extensions at the City's discretion.
The City has established an Airport Concession Disadvantaged Business Enterprise (ACDBE) goal of 2.0% for the agreement period. Concessionaires will be required to pay a ten percent (10%) privilege fee on gross revenues or a minimum annual guarantee of $200,000 for the first contract year, whichever is greater. The airport will additionally collect a $6.00 Customer Facility Charge (CFC) per transaction. While no specific incumbent vendors are mentioned, the airport supports five major airlines and has experienced significant growth, with 312,251 enplanements and 306,663 deplanements recorded in 2024. The solicitation does not specify a precise budget range, but the minimum annual guarantee of $200,000 provides a baseline for potential revenue expectations. Interested vendors should carefully review the full RFP document to understand the comprehensive requirements and operational expectations for this rental car concession opportunity.
