About this opportunity
The Texas Department of Public Safety is requesting proposals for renovation of its Odessa Area Office located at 1910 W. I-20, Odessa, Texas, with proposals due August 14, 2026 by 5:00 p.m. Central Time, and a pre-proposal site visit on August 6, 2026 at 10:00 a.m. CT.
The contract includes a Veteran Heroes United in Business (VetHUB) subcontracting requirement. All vendors, whether prime contractors or self-performing, must submit a completed subcontracting plan identifying subcontracting opportunities and demonstrating good faith efforts to recruit certified VetHUB participants. Vendors must notify at least two certified VetHUBs of each subcontracting opportunity and allow a minimum of seven business days for responses. The solicitation also references Disadvantaged Business Enterprise (DBE) utilization requirements and participation goals, with detailed compliance mechanisms outlined in the exhibits.
The scope includes multi-trade renovation: demolition, framing, drywall, painting, flooring (luxury vinyl tile), glazing, doors, electrical work, insulation, and HVAC systems. The base bid covers interior painting with color and texture matching, carpet removal and LVT installation, demolition of existing doors and accordion partitions, creation of two new sergeant offices and one new CID office with interview room (STC 50 sound rating), hallway extension, Honeywell thermostat installation programmed for 24/7 operation, HVAC diffuser relocation and cleaning, and return air register replacement or cleaning with post-completion TAB reports. Two alternates are available: furniture movement during flooring installation and restroom door hardware replacement with swing reversal and ADA compliance verification. The facility will remain occupied during construction, with operations limited to 7:00 a.m. to 5:00 p.m. weekdays. All personnel must possess a minimum of three years of field experience and pass fingerprint-based criminal history background investigations at the contractor's expense. Work must comply with current International Building Code standards, prevailing wage rates under Texas Government Code Chapter 2258, and Texas Government Code sections 2155.444 and 2155.4441 regarding Texas-sourced material preferences within 500 miles of the site. A one-year warranty covering 100 percent of new material and labor is required.
Pricing is submitted on a lump-sum basis for the base project and alternates. Performance and payment bonds are required for contracts exceeding $100,000 and $25,000 respectively. Evaluation is weighted 30 points on technical requirements, 40 points on vendor qualifications and past performance, and 30 points on cost. The anticipated award date is August 28, 2026. The initial contract term expires one year from the effective date, with DPS reserving the right to extend for up to six additional months. Proposals must be submitted electronically to DPS_Solicit_Response@dps.texas.gov or via the DPS Online Bid Room. Ryan Medder, Construction Manager at the Lubbock Regional Office, serves as the Contract Monitor and can be reached at anthony.medder@dps.texas.gov.
