This is a Scope of Work (SOW) and specification document for a multi-trade renovation project at the Texas Department of Public Safety (TXDPS) Odessa Area Office located at 1910 I20 Service Road N, Odessa, Texas 79763. The project, identified as DPS Project No. 20260401000, involves a comprehensive "refresh" of the facility including ten primary trade services: demolition, framing, drywall, painting, flooring, glazing (windows), doors, electrical work, insulation, and HVAC systems. The base bid scope includes removal and replacement of carpet with luxury vinyl tile (LVT) flooring, complete interior painting with color and texture matching, demolition of existing doors and accordion partitions, creation of two new sergeant offices and a new CID office space with interview room (constructed to STC 50 sound rating standards), hallway extension, installation of new Honeywell thermostats programmed for 24/7 operation, HVAC diffuser relocation and cleaning, return air register replacement or cleaning, and post-completion TAB (Testing, Adjusting, and Balancing) reports. Two alternates are available: furniture movement for flooring installation and restroom door hardware replacement with swing reversal. The contract requires a mandatory pre-construction site visit prior to bid submission and a preconstruction conference before work commencement. The project timeline calls for efficient, continuous work with operations limited to 7:00 a.m. to 5:00 p.m. weekdays, with weekend work approved as needed, coordinated with TXDPS facilities management. Work must be completed in as few calendar days as possible to minimize operational disruption to the occupied facility.

The contractor must provide all labor, materials, and installation methods, with qualified craft personnel possessing a minimum of three years of field experience. All work shall comply with current International Building Code (IBC) standards, state and local codes, and manufacturer specifications. The contractor is responsible for obtaining all necessary permits and paying associated fees. A comprehensive one-year warranty covering 100 percent of new material and labor costs is required from the date of Substantial Completion, with manufacturer warranties and certifications to be submitted prior to final payment. Detailed submittals are required including manufacturer technical data, installation instructions, samples, product literature, installer compliance certificates, references for at least three similar projects, and maintenance/operations manuals. The contractor must comply with Texas Government Code 2155.444 and 2155.4441 regarding product sourcing preferences, prioritizing Texas-sourced materials within 500 miles of the project site. Specific quality assurance and quality control requirements are mandated, including pre-job damage documentation through photographs and videos, daily site cleaning, proper material storage in elevated, weathertight locations with tarps and tie-downs, security protocols for vehicles and equipment, and coordination with TXDPS regarding utility interruptions with 72-hour advance notice required. The contractor shall maintain 24-hour emergency contact availability and respond to emergency situations within two hours.
