About this opportunity

The Oregon Department of Education is soliciting proposals from pre-approved Comprehensive Coaching and Professional Learning (CCPL) vendors to provide coaching services to Medford School District in Early Literacy and Adolescent Literacy, with responses due April 27, 2026 at 1:00 PM PST under solicitation S-58100-00016647. Vendor eligibility is restricted to pre-approved CCPL vendors only.

Medford School District operates 20 schools across K-5, K-8, middle, and high grades, including one dual language program. The district seeks district-specific literacy plans aligned with Oregon Early and Adolescent Literacy Frameworks, implementation support for literacy leaders addressing problems of practice, and job-embedded coaching only—no virtual or blended sessions except for planning time. The coaching will address implementation fidelity with Amplify curriculum materials, strengthen Science of Reading instruction through literacy leadership, and improve interim and annual student outcomes. The district is a Comprehensive Literacy State Development (CLSD) grant recipient required to ensure 80 percent of literacy staff implement research-aligned instructional materials with fidelity and to participate in state-provided coaching at least four times annually.

The not-to-exceed contract value is $175,000. Coaching is expected to begin as soon as possible and will be coordinated by Megan Young, the district contact. The district will measure effectiveness through interim literacy assessments for grades K-8, annual progress toward graduation targets, third-grade ELA results, ninth-grade on-track rates, and systems-level implementation elements from ODE's CCPL Progress Monitoring Framework.

Evaluation addresses five categories: organizational capacity, availability to meet the requested timeframe, experience in similar demographic settings, willingness to travel to the coaching recipient's location, and alignment to Medford School District's context, interests, and intended goals. Pre-approved vendors include the Consortium on Reaching Excellence in Education, TNTP, WestEd, Sterling Consulting, Education Northwest, and Educational Excellence.
