About this opportunity

The Rhode Island Department of Labor and Training is requesting proposals for occupational and environmental health clinic services, workplace evaluations, and educational programs under RFP26006790, with proposals due August 6, 2026 at 3:00 p.m. EDT. Vendors will be evaluated on technical merit, cost, and Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Disability Business Enterprise (DisBE) participation rates, with bonus points available for ISBE commitment.

The scope requires clinical evaluations by a Board Certified Occupational Medicine Physician, health hazard field evaluations to identify workplace and environmental exposures, educational program development and delivery on occupational illness and injury prevention, consultative services from a Certified Industrial Hygienist, audiometric testing services for small employers, and community resource support. The successful vendor must maintain adequate staffing including a Board Certified Occupational Medicine Physician, a Certified Industrial Hygienist, an Administrator, and support staff. Technical proposals are limited to six pages and must address staff qualifications, vendor capability and capacity with minimum three client references, detailed work plan, and service-delivery methodology.

The initial contract period begins approximately September 2026 and extends for two years, with options for up to three additional 12-month renewal periods contingent on vendor performance and fund availability. Required insurance includes general liability ($1 million per occurrence), workers' compensation ($100,000 per accident), automobile liability ($1 million per occurrence), professional liability or errors and omissions ($2 million per occurrence/$2 million annual aggregate), and cybersecurity/privacy insurance ($5 million per occurrence/$5 million annual aggregate). A 0.33% state contract administrative fee will be withheld from all invoice payments effective January 1, 2026.

Evaluation uses a two-phase scoring system: technical proposals are worth a maximum of 70 points with a minimum score of 55 points (78.5%) required to advance; cost proposals are valued at up to 30 points; ISBE participation receives up to 6 bonus points, bringing total possible score to 106 points. The vendor question-and-answer period runs through July 23, 2026 at 3:00 p.m. EDT. All proposals must be submitted electronically through Ocean State Procures (webprocure.perfect.com); mailed, hand-delivered, faxed, or emailed submissions will not be accepted. Proposals are irrevocable for 180 days following opening.
