About this opportunity
The City and County of San Francisco Office of Contract Administration is requesting bids on one 14-foot rigid hull inflatable vessel for the San Francisco Police Department under IFB 0000012144, with bids due October 20, 2026 at 2:00 p.m. Pacific Time and written questions due October 16, 2026 at 12:00 p.m. Pacific Time. This is full and open competition; the City welcomes bidders to propose comparable alternate models, designs, or technologies if baseline specifications create barriers to competition, and participation in a pre-bid meeting is strongly recommended for specification review and clarification.
The vessel must be configured for rescue, dive operations, search and recovery, personnel transport, and emergency response in rivers, lakes, coastal waters, and confined or open-water settings. The specification calls for a Zodiac Milpro FC420 or City-approved equal with a Mercury 50ELP electric start motor, comprehensive U.S. Coast Guard and federal marine electrical compliance, and detailed safety and seaworthiness documentation per 46 CFR 160.0103. The successful bidder must be a manufacturer's certified authorized dealer and, if applicable, hold a California DMV vehicle dealer license. Bidders must establish or maintain a service facility within 125 miles of San Francisco capable of performing most repairs, with common parts in stock and free towing during warranty. The warranty must cover five years unlimited hours for tubes, seams, and primary hull; two years unlimited hours for accessories. Delivery is due by August 31, 2028, with mandatory pre-delivery inspection and factory inspection trips (if construction exceeds 125 miles from San Francisco) at the vendor's cost for two City representatives at two phases.
Bid pricing must include four hours each of operator and mechanic training, shipping costs as F.O.B. destination, and cover all warranty labor and parts. Minimum qualifications require two years' experience within the last five years selling goods and services of this type. Evaluation criteria include lowest responsive bid, prompt payment discounts of up to 2 percent, and delivery timeline adequacy. The City will award within thirty days of bid receipt. Bidders must comply with the San Francisco First Source Hiring Program, Green Purchasing Requirements, and federal grant terms. The bid remains valid for 180 calendar days from the due date.
