About this file

This is an Equipment Specification document issued by the City and County of San Francisco Office of Contract Administration for the procurement of one 14-foot rigid hull inflatable boat intended for use by the San Francisco Police Department for rescue and dive operations. The vessel must be configured for rapid-response deployment, waterborne search and recovery, transport of personnel and equipment, and dive team support in emergency and operational environments including rivers, lakes, marinas, coastal waters, flooded urban areas, and confined or open-water settings. The specification establishes detailed requirements for the vessel model (Zodiac Milpro FC420 or City-approved equal), engine specifications (Mercury 50ELP electric start motor), hull materials and construction, safety equipment, and accessories. Bidders must submit complete compliance documentation for each specification line item, identify any exceptions on provided Bid Exception Sheets, and are required to attend a pre-construction meeting within 30 calendar days prior to construction start. The City reserves the right to request on-site demonstrations of the proposed model at no cost to the City. Factory inspection trips are required if construction occurs beyond 125 miles from San Francisco, with all associated travel costs (airfare, lodging, meals, ground transportation) to be covered by the awarded vendor for two City representatives at two separate inspection phases (mid-construction and pre-delivery). Delivery must occur no later than August 31, 2028, with a pre-delivery inspection mandatory prior to acceptance.

The specification requires comprehensive warranty coverage of five years unlimited hours for tubes, seams, and primary hull structure, plus two years unlimited hours for accessory components. The successful bidder must establish or maintain access to a service facility within 125 miles of San Francisco capable of performing most repairs, with common replacement parts in stock and free towing provided during the warranty period. Bidders must provide detailed manufacturer specifications, current production model literature, stability and seaworthiness assessments compliant with 46 CFR 160.0103, certified weight statements, and complete technical documentation including operator manuals, repair and diagnostic manuals, and parts manuals. All electrical installations must comply with U.S. Coast Guard marine electrical standards under 33 CFR 183, and welding must conform to American Welding Society standards. The bid price must include four hours of operator training and four hours of mechanic training, divided into separate sessions. All applicable recalls must be resolved prior to delivery, and the vessel must comply with federal, state, and local safety standards including FMVSS, California Motor Vessel Code, OSHA, EPA, and CARB requirements. The specification document includes blank Bid Exception Sheets for documenting any deviations from the stated requirements.

is used in describing any item in this specification, bids for similar articles will be considered 377 unless otherwise stated. Bidders may also propose items of equivalent features or 378 manufacturer’s updated part or part number. Purchasing shall be the sole judge as to whether 379 such alternate articles are acceptable. Unless bidder states to the contrary, articles offered will 380 be assumed to be the specific article named in this specification. If not offering the specific article 381 named, bidder should enclose full information, specifications and descriptive data on items 382 offered with its bid. Purchasing reserves, the right to permit deviations from the specifications if 383 any article offered is substantially in accord with Purchasing’s specifications and is deemed by 384 Purchasing to be of as good quality and as fully satisfactory for its intended use. Bidder is 385 responsible for identifying any deviations from Purchasing’s specifications. Bidders should not 386 assume an alternate offered is an approved equal. The City will evaluate the alternate and inform 387 the bidder if the alternate is acceptable. Purchasing must approve all alternates. 388

GENERALITIES: 390

To allow for manufacturers’ specific designs, and ensure a level of competitiveness, we have 391 left certain areas of our specifications general by design. In such cases, the items being referred 392 to may be general but adherence to the requested end product and/or result must be met. This 393 is especially important in areas where critical dimensions, capacities, grades of steel, etc. are 394 specified. In the cases where the word “SHALL” is used, no substitution will be allowed. 395

BIDDER’S COMPLIANCE AND EXCEPTIONS: 397

All exceptions shall be stated no matter how seemingly minor. Bidders shall indicate 398 compliance with each section and line item specifications as required in the line spaces 399 provided by marking with a “Y” for yes. If the bidder is offering an alternate of equal or 400 superior status to the line item specification, bidder will indicate by marking with an “E” 401 for exception on each line item. The bidder must then reference each item exception and 402 explain the exception taken and the proposed alternate on the Bid Exception Sheets. 403 **Bids which do not include confirmation of each section and line item as required will be 405 deemed to take exception to such bid requirements, which may result in the bid being 406 deemed non-responsive. If exceptions are taken, the Bid Exception Sheets must be 407 returned with the submitted bids. 408 IMPORTANT: If a single vendor is submitting multiple bids, the vendor shall submit a 410 completed set of specs for each individual bid. Multiple bids that are submitted as one 411 bid package will not be acceptable. 412

SECTION 2 - VESSEL: 414
