About this opportunity

The County of Orange, OC Public Works, is soliciting proposals through a fully electronic Request for Proposals (RFP-080-2990004-IS) for general services to support OC Development Services, specifically Planning, Building, and Engineering (PBES) plan review and inspection services. The procurement encompasses four primary service areas: Building & Safety and Engineering Services (plan checks, grading reviews, drainage reviews, roadway design, and NPDES compliance); Planning Services (discretionary permit reviews, zoning code maintenance, subdivision reviews, and conditions of approval tracking); Environmental Services (CEQA and NEPA documentation preparation and peer reviews); and Inspection Services (building, grading, and infrastructure inspections for public and private construction projects). Respondents must demonstrate a minimum of five years of direct experience in relevant professional services, maintain a full-time service office in Southern California (preferably Orange County), hold appropriate state licenses and certifications (professional engineer licenses, ICC certifications for inspectors, or CASp certification for accessibility reviews), and provide three or more excellent references from work performed within the past five years, with at least three references required from public sector entities. The contract will be structured as an on-call, recurring, or project-based aggregate usage agreement compensated on a time-and-materials basis with hourly rate fees, commencing July 26, 2026, for an initial three-year term with one optional two-year renewal subject to mutual written agreement and County Board of Supervisors approval. The RFP schedule includes a question submission deadline of Tuesday, February 10, 2026, at 2:00 PM, and a proposal closing date of March 3, 2026, at 2:00 PM, with no mandatory pre-submittal meeting or site visit. Proposals must be submitted exclusively through the County's eProcurement Portal at https://procurement.opengov.com/portal/ocgov, with evaluation occurring in two phases: Phase 1 written response (600 points maximum) assessing qualifications, key personnel, availability, and response organization, and Phase 2 presentation/interview (400 points maximum) at the County's discretion.

The County of Orange Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) preference policies provide a 5 percent preference adjustment for certified businesses, or 8 percent if certified as both OCLSB and DVBE, though DVBE preference does not apply to public works projects. Respondents must comply with prevailing wage requirements under California Labor Code Section 1773 et seq., maintain comprehensive insurance coverage including commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), professional liability ($2,000,000), pollution liability ($1,000,000), and workers' compensation at statutory limits, and all personnel must be available to work at County offices during office hours with inspectors reporting at 6:30 AM. The County will provide workstations and initial training on its permitting and land management system (MyOCeServices portal LMS/CRM), and the Contractor is responsible for all costs including photocopying, communications, and transportation. Contractor personnel performing services must comply with all applicable California codes and County regulations, and the Contractor is subject to a 2 percent administrative rebate on total sales from subordinate cooperative contracts and must provide quarterly volume sales reporting. The contract value is not specified in the RFP documentation, as compensation will be determined on a time-and-materials basis with rates negotiated between the selected Contractor and the County's Deputy Director of OC Development Services prior to work initiation, with payment made in arrears within thirty days of invoice receipt and verification. No price increases are permitted during the first contract term without documented proof and a minimum 180-day advance notice, though all price decreases automatically extend to the County.
