About this file
This is a reference template document issued by the County of Orange, OC Public Works Procurement Department for RFP-080-2990004-IS, which seeks general services to support OC Development Services, including Planning, Building, and Engineering (PBES) plan review and inspection services. The RFP solicits qualified firms capable of providing building and safety services, engineering services, planning services, environmental services, and inspection services for public and private construction projects. Respondents must submit proposals exclusively through the County's eProcurement Portal by March 3, 2026, at 2:00 PM, with a question submission deadline of February 10, 2026, at 2:00 PM. No mandatory pre-submittal meeting or site visit is required. The contract will commence July 26, 2026, for an initial three-year term with one optional two-year renewal subject to mutual written agreement and County Board of Supervisors approval. Evaluation will occur in two phases: Phase 1 written response (600 points maximum) and Phase 2 presentation/interview (400 points maximum) at the County's discretion.
Respondents must provide three or more excellent references from work performed within the past five years, with at least three references required from public sector entities, and references must be submitted using this template with responses due by March 3, 2026. The template requires reference contacts to address nine specific evaluation criteria, including contractor performance regarding personnel adequacy, supervision, equipment, schedule adherence, timeliness of reporting, cost and time estimate reasonableness, work quality, and any outstanding stop notices, liens, or claims unresolved more than 120 days after notice of completion. Compensation will be determined on a time-and-materials basis with hourly rate fees negotiated between the selected Contractor and the County's Deputy Director prior to work initiation. Respondents must demonstrate a minimum of five years of direct experience, maintain a full-time service office in Southern California, hold appropriate state licenses and certifications, and maintain comprehensive insurance coverage including commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate) and professional liability ($2,000,000). The County of Orange Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) preference policies provide a 5 percent preference adjustment for certified businesses or 8 percent if certified as both OCLSB and DVBE.
