About this file

This is a reference template document issued by the County of Orange, OC Public Works Procurement Department for RFP-080-2990004-IS, which solicits general services to support OC Development Services, specifically Planning, Building, and Engineering (PBES) plan review and inspection services. The services encompass four primary areas: Building & Safety and Engineering Services (plan checks, grading reviews, drainage reviews, roadway design, and NPDES compliance); Planning Services (discretionary permit reviews, zoning code maintenance, subdivision reviews, and conditions of approval tracking); Environmental Services (CEQA and NEPA documentation preparation and peer reviews); and Inspection Services (building, grading, and infrastructure inspections). Respondents must submit verified references using the provided template, with reference responses due by March 3, 2026. The proposal closing date is March 3, 2026, at 2:00 PM, submitted exclusively through the County's eProcurement Portal. No mandatory pre-submittal meeting or site visit is required. The contract will commence July 26, 2026, for an initial three-year term with one optional two-year renewal subject to mutual written agreement and County Board of Supervisors approval.

Respondents must provide three or more excellent references from work performed within the past five years, with at least three references required from public sector entities. Respondents must demonstrate a minimum of five years of direct experience in relevant professional services, maintain a full-time service office in Southern California (preferably Orange County), and hold appropriate state licenses and certifications. The contract is structured as an on-call, recurring, or project-based aggregate usage agreement compensated on a time-and-materials basis with hourly rate fees negotiated between the selected Contractor and the County's Deputy Director of OC Development Services prior to work initiation. Respondents must comply with prevailing wage requirements under California Labor Code Section 1773 et seq. and maintain comprehensive insurance coverage including commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), professional liability ($2,000,000), pollution liability ($1,000,000), and workers' compensation at statutory limits. The County of Orange Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) preference policies provide a 5 percent preference adjustment for certified businesses, or 8 percent if certified as both OCLSB and DVBE. No price increases are permitted during the first contract term without documented proof and a minimum 180-day advance notice, though all price decreases automatically extend to the County.
