About this opportunity

The State of Colorado Department of Military and Veterans Affairs is soliciting bids for design, procurement, permitting, and installation of a 60 kW / 120 kWh battery energy storage system at the Colorado Army National Guard Windsor Readiness Center, with bids due electronically via Box.com on September 10, 2026, at 10:00 AM and a mandatory pre-bid conference and site tour on August 27, 2026, at 9:00 AM. Colorado labor must perform at least 80 percent of the work, and a preference is given to Colorado resident bidders and Colorado labor per state law.

The scope includes constructing a concrete pad designed for future expansion to four batteries per NFPA 855 standards, underground utility trenching or boring for electrical conduits, procurement of one Sol-Ark L3-HVR-60 battery and one 60K-3P-480V hybrid inverter, and full installation and wiring to the main distribution panel. The system will interconnect with the existing 25 kW photovoltaic system and grid service provided by United Power. GIS-compatible geospatial data delivery is required upon completion, meeting SDSFIE v. 4.0 standards and ESRI ArcPro (v. 3.x) compatibility, with data projected to North American Datum 1983 and vertical reference to North American Vertical Datum 1988.

The estimated project cost is $175,000. Construction is anticipated to begin in October 2026 and conclude in April 2027. Minimum bidder requirements include no prior state termination for non-performance, operation under the same business name for at least two years, demonstrated contracting experience on at least two projects each exceeding $200,000 in hard costs of similar scope and complexity, demonstrated bonding capability up to $200,000, and attendance at the mandatory pre-bid conference. A bid bond not less than 5 percent of the total bid is required, and the awarded contractor must provide payment and performance bonds not less than 50 percent of the contract value. Requests for clarifications are due September 1, 2026, at 3:00 PM. Anticipated award notification and contract approval is September 15, 2026.
