About this file
This Addendum #1 document is issued by the State of Colorado Department of Military and Veterans Affairs (DMVA) in response to questions raised by contractors at a mandatory pre-bid meeting for the Windsor Peak Shaving project (Project #082506, BID #IFB1 OAAA 2027-0019). The addendum clarifies project requirements and deliverables, establishing that DMVA will handle all permitting through its contractor AEC-West, who will also manage any required soils testing. The concrete pad design will utilize soil load bearing test data from a recent construction project on the same site. Bidders must submit final project data including exterior features and underground utilities in GIS-compatible format upon construction completion. The bid submission deadline is September 10th, 2026, at 10:00 AM, with submissions required via Box.com at the specified link. Bid results will be announced via conference call at 720-250-4000, extension 1457.
The addendum establishes rigorous geospatial data standards that contractors must follow when delivering project data. All GIS data must comply with Spatial Data Standards for Facilities, Infrastructure and the Environment (SDSFIE) v. 4.0 and be compatible with ESRI ArcPro (version 3.x) software without requiring intermediate file translation. Data submission requirements include point, line, and closed polygon feature classes in ArcPro file or geodatabase format, or geo-referenced CAD drawings (.dwg), projected using North American Datum 1983 with applicable UTM zones (12N or 13N for Colorado) and vertical reference to North American Vertical Datum 1988. Contractors must provide comprehensive metadata following Federal Geographic Data Committee standards, including collection date, collector contact information, collection method, coordinate projections, and project reference. For survey data, metadata must include operator name, instrument specifications, obstructions, and horizontal and vertical control information. An empty geodatabase will be provided by the GIS manager for contractor data production.

ADDENDUM #1
PROJECT# – 082506
PROJECT NAME: Windsor Peak Shaving
BID # IFB1 OAAA 2027-0019
Questions received from Contractors that attended the MANDATORY Pre-Bid Meeting:
1. Who will be responsible for the design documents for the permitting and are we permitting this or will this be through you guys? Reply: Permitting will be handled by DMVA through the State’s permitting contractor AEC-West who will also handle any soils testing if needed.
It is anticipated that the concrete pad will be designed using soil load bearing tests that DMVA will provide from a recent construction project on the same site. While formal design documents are not needed, we do require that any added exterior features and underground utilities are delivered to DMVA in a GIS compatible format once construction is complete. See our standards below:
Geospatial data and related products in a digital format must be readily useable by the COARNG geospatial data systems and be able to be successfully loaded into the COARNG’s GIS database. All Geographic Information System (GIS) data generated by the contractor and supplied to the COARNG MUST adhere to the Spatial Data Standards for Facilities, Infrastructure and the Environment (SDSFIE) v. 4.0. An empty geodatabase will be provided to the contractor by the GIS manager for data production.
The data shall also be fully compatible with ESRI software applications specifically ArcPro (version 3.x) with no intermediate file translation required. Geospatial data and related products in a digital format must be readily useable by the COARNG geospatial data systems and be able to be successfully loaded into the COARNG’s GIS database.
For geographic and spatially referenced data, GIS and/or CAD, all data shall be submitted as point, line, and/or closed polygon feature classes in a ArcPro file or geo database, or geo-referenced CAD drawing (.dwg). All geographic and spatially referenced data shall be submitted in a projected format using the North American Datum (NAD) of 1983 using the applicable UTM Zone of 12N or 13N for Colorado. All vertical data shall be referenced to the North American Vertical Datum 1988 (NAVD88). Information about the data collected must be provided as a Metadata source (using Federal Geographic Data Committee’s [FGDC’s] “Content Standard for Digital Geospatial Metadata”) and must include a minimum of date of collection; collector contact information; means of collection; coordinate and
Jared Polis Governor
Major General Robert B. Davis The Adjutant General projections used; and what project the data was collected for. Metadata notes for survey (GPS and ground survey) data shall include name of operator, instrument make/model, obstructions, and horizontal and vertical control used.
