About this opportunity
Wallace Stegner Academy, a Utah nonprofit 501(c)(3) public charter school, is requesting proposals for design-build construction services at its Kearns campus high school, with proposals due November 5, 2026 at 4:00 p.m. and a mandatory site visit on October 26, 2026 at 10:00 a.m.
The scope involves renovation and remodeling of a second-floor black box theater space into five classrooms, two storage areas, and two student restrooms at 4590 S. 5600 W., West Valley City, UT 84120. The contract will be a guaranteed maximum price agreement with final pricing established after final plans and designs are completed and agreed upon. Construction must commence as soon as possible and be completed by August 1, 2027. Offerors must hold appropriate and current Utah contractor licenses and demonstrate experience with charter school construction. If no prior work with Wallace Stegner Academy exists, references for similar projects are required. Detailed management plans addressing project scheduling and safety are mandatory.
Proposals must be submitted in separate PDF files designating cost and non-cost information independently, with a 1GB file-size limit per upload. Offerors must provide a total anticipated guaranteed maximum price with itemized construction and design costs using a required Bidder Cost Sheet, along with detailed assumptions, allowances, exclusions, and fee percentages.
Evaluation scores proposals on experience and qualifications (30 points), past performance or references (30 points), management plan (10 points), and pricing (30 points). Cost is scored separately from substantive criteria using a formula awarding full points to the lowest compliant bid. The Academy reserves the right to request best and final offers, reject any or all proposals, and terminate awards if pricing proves unreasonably low or if offerors fail to account for reasonably anticipated costs. Anticipated contract award is November 2026. Questions are due October 27, 2026 at 5:00 p.m., directed to Adam Gerlach at agerlach@wsacharter.org.
