About this opportunity
The Texas Department of Information Resources (DIR) is requesting offers for cellular, wireless, pager, and satellite voice and data services, including related equipment and infrastructure for the Texas Agency Network (TEX-AN), with responses due July 23, 2026 at 2:00 p.m. Central Time and a bidders conference on June 25, 2026. This is an indefinite-quantity, multiple-award contract with no minimum purchase guarantees; DIR reserves the right to award all services proposed or individual categories providing best value. All state agencies are required to utilize awarded contracts to the fullest extent possible.
Respondents must submit a completed Subcontracting Plan demonstrating good faith effort to recruit VetHUB-certified vendors for subcontracting opportunities when probable. Respondents must also complete the PDAA Vendor Self-Assessment questionnaire and provide Accessibility Conformance Reports documenting WCAG 2.0, 2.1, and 2.2 conformance — both are pass/fail requirements. Additional pass/fail thresholds include financial review with valid DUNS number, administrative compliance certification per Attachment A (Respondent Information Form), and price benchmarking for reasonableness.
The scope covers cellular voice and data plans, wireless infrastructure services, pager services, satellite voice and data services, equipment installation and turn-up, technical support and maintenance, site assessments, network buildout projects, and emerging technologies. Respondents need not respond to all categories but must respond to at least one to be considered responsive. Pricing must be firm, fixed, and based on published or publicly available commercial price lists or market rates. DIR recovers administrative costs through a 2.00% administrative fee included in customer pricing. DIR requests activation and termination fees be waived.
The initial contract term is four years from last signature, with optional renewal periods not to exceed four additional years. No termination charges or penalties apply to terminations before or after the initial term. Evaluation criteria prioritize experience and past performance (45%), technical approach (40%), and proposed account organization (15%). Written questions are due July 9, 2026. Evaluation and negotiations are anticipated through September 2026, with contract award expected in October 2026.
